Summary

About the position: You will serve as the Deputy General Counsel with the Office of General Counsel located in Arlington, VA.

Duties

  • As a Deputy General Counsel at the GS-0905-00 level some of your typical work assignments may include: Serve as the principal to the General Counsel and as a primary legal advisor to the USMS Director, Deputy Director, General Counsel, and USMS management. Represent the US Marshals Service in all courts, administrative hearings and proceedings, and labor negotiations. Responsible for the daily management, coordination, and direction of subordinate staff engaged in the various legal, legislative, administrative, and regulatory activities of the Office of General Counsel. Draft or evaluate proposed legislation which may affect the USMS and makes recommendations regarding the legislation. Represent the US Marshals Service in meetings and conferences with high ranking government officials, representatives from federal, state and local governments, officials from private or public organizations, and the general public on matters pertaining to the USMS to include USMS policies, procedures and operations.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: MTQ 1: Deliver integrated legal services at the executive level in support of a complex Federal law-enforcement mission, translating legal authorities, policy requirements, and enterprise priorities into timely and actionable advice for senior agency leaders and operational components. MTQ 2: Manage a complex Federal legal organization at the executive level to strengthen enterprise systems for legal risk management, accountability, compliance, and organizational effectiveness. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. Demonstrates a commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. Sub-Competencies: Fiscal Responsibility: Strategically manages, allocates and monitors financial resources. Aligns priorities and initiatives to justify budget proposals. Monitors expenditures, cuts unnecessary costs, and uses cost-benefit analysis to set priorities. Managing Resources: Manages resources efficiently and effectively based on current and projected organizational goals, skills, budget considerations, and staffing needs. Leveraging Technology: Explores emerging technology and potential applications. Incorporates technology to enhance efficiency and achieve results. Ensures access to and security of technology systems. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. Sub-Competencies: Technical Skill: Possesses the requisite technical knowledge and subject matter expertise to consistently produce timely, high-quality work. Is considered a strong contributor in his or her domain. Problem Solving: Engages in critical and data-driven thinking when diagnosing root causes and evaluating options. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you must attach proof; e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES.

Education

Education: Applicants must possess a Bachelor of Laws LL.B. or a Juris Doctor J.D. degree. -AND- Licensure: Applicants must be an active member of the bar, duly licensed and authorized to practice law as an attorney under the laws of any state, territory of the U.S., or the District of Columbia.
