Summary
This position is part of the Department of War, War Media Activity (WMA). Responsible for managing and defending multi-million-dollar budgets both internally and to the Office of the Secretary of Defense (OSD) to ensure the continuous mission readiness of all agency facilities.
Duties
- As a Equipment Facilities and Services Specialist at the GS-1601-13 some of your typical work assignments may include: Plan, program, and execute a multi-million-dollar facilities budget, resolving complex budgetary challenges and justifying funding requirements for projects across approximately 50 worldwide locations. Develop and implement facility maintenance and restoration programs, evaluating the condition of all facility components, analyzing future use patterns, and integrating military construction (MILCON) guidance and multi-service requirements. Provide authoritative guidance on a wide range of technical facility aspects, including unique mechanical, electrical, data, and utility systems. This knowledge is used to solve complex technical problems by applying innovative and non-traditional solutions. Apply expert knowledge of government contracting regulations to develop, manage, and provide direction for construction and services contracts. Represents agency senior leadership at meetings, briefing conferences, hearings, etc. with OSD, military Department, and Congressional staff, as required, on matters related to engineering facilities management.
Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Managing multi-facility Sustainment, Restoration, and Modernization (SRM) and Military Construction (MILCON) programs by developing enterprise-wide maintenance policies, prioritizing multi-year project requirements, and formulating and defending operating budgets during internal and Office of the Secretary of Defense (OSD) level reviews. Performing non-professional technical engineering design and facility evaluations by developing AutoCAD conceptual designs, Performance Work Statements (PWS), independent government cost estimates (IGCE), and comprehensive statements of work in compliance with building codes and life safety standards. Resolving complex technical compatibility conflicts between operational mission requirements and real property facilities by coordinating the integration of specialized broadcast, IT, and automated equipment with physical structural, electrical, and HVAC infrastructure limits. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
