Summary

The Equipment, Facilities, and Services Specialist leads site-wide efforts to maintain and manage Operational Technology (OT) systems, including cybersecurity alignment, reliability improvements, and lifecycle management. Work involves administrative and hands-on support for mission-critical OT equipment used across propulsion test operations, Federal City facilities, and range management. NASA may fill positions in any of the grades and locations listed in this announcement.

Duties

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Oversees risk management, cybersecurity compliance, and resiliency practices for Operational Technology (OT) assets, coordinating with Center and Agency Information Technology (IT) representatives and users.
  • Leads development, modernization, and configuration control for OT systems including Energy Management Control Systems (EMCS), monitoring networks, industrial controls, and facility automation platforms.
  • Develops project requirements, estimates, and technical documentation supporting upgrades, task orders, and mission critical facility operations.
  • Provides technical direction, workload prioritization, and mentoring for staff; evaluates performance of OT services delivered through contracts or civil service.
  • Interfaces with Center directorates, tenants, and other organizations to ensure OT systems meet operational, safety, and performance requirements.
  • For supervisory positions, you will perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-09 level, you must have: a) One year of directly related specialized experience equivalent to the GS-07 level: Applying established methods, procedures, or technical practices to support the operation, maintenance, configuration, or lifecycle management of Operational Technology systems or facility equipment; and Collecting and/or evaluating technical information concerning the condition, configuration, performance, or security of Operational Technology equipment or systems. OR b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field OR c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field OR d) LL. B or J.D, if related OR e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above To qualify for GS-11, you must have: a) One year of directly related specialized experience equivalent to the GS-09 level: Applying technical knowledge to the operation, maintenance, configuration, or lifecycle management of Operational Technology systems and/or facility equipment, such as Energy Management Control Systems (EMCS), facility automation, monitoring networks, industrial controls, fire detection systems, or other mission-critical facility systems; and Evaluating Operational Technology equipment and system condition, configuration, performance, and/or security requirements and coordinating with technical personnel, users, or service providers to identify issues and support corrective actions. OR b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field OR c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field OR d) LL.M., if related OR e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Supporting lifecycle management of mission-critical Operational Technology systems and facility equipment, such fire detection infrastructure, systems enabling occupational health or industrial hygiene programs, systems supporting propulsion test stands, or site-wide Energy Management Control Systems; Supporting System Security Plans (SSPs) for information systems, including hybrid Operational Technology/Information Technology systems interfacing with propulsion test infrastructure and facility utilities; and Collaborating with a variety of personnel to validate Operational Technology equipment condition, accountability, configuration, and ensuring security documentation accurately support propulsion test readiness. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Applying technical expertise to lifecycle management of mission-critical Operational Technology systems and facility equipment, such as fire detection infrastructure, systems enabling occupational health or industrial hygiene programs, systems supporting propulsion test stands, or site-wide Energy Management Control Systems; Developing and maintaining System Security Plans (SSPs) for information systems, including hybrid Operational Technology/Information Technology systems interfacing with propulsion test infrastructure and facility utilities; and Providing guidance to a variety of personnel to validate Operational Technology equipment condition, accountability, configuration, and ensuring security documentation accurately support propulsion test readiness.
