Supervisory Technology Transfer and Patent Specialist

Summary

This position is located in the Technology Transfer and Intellectual Property Office (TTIPO), Office of Science Management and Operations (OSMO), Office of the Director (OD), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (DHHS).

Duties

• Responsible for planning, organizing, and leading the operations of the assigned Branch, and for contributing, with other members of the senior TTIPO leadership team, to strategic planning for the Office.
• Assign work through FTE Team Leaders to Branch FTE staff based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of Branch FTE staff.
• Find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improve the efficiency of Branch operations and increase the overall effectiveness and productivity of the Branch.
• Provide feedback on the analysis, and interpretation of technical, legal, business, and/or financial data on cumulative, current, and projected program activities, including NIAID's inventions, patents, licenses, and other transactional agreements.
• Participate with TTIPO Director, Deputy Director, and other Branch Chiefs in strategic planning to ensure the ability to adapt to changing priorities, emerging requirements for patent and licensing services, and continuous improvement of operations.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirements: You must possess a Bachelor's degree, or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this position. (This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained). AND You qualify if you have at least one year of qualifying specialized experience equivalent to at least the GS-14 level in the Federal Government obtained in either the private or public sector performing the following types of tasks: adapting, interpreting, and analyzing complex issues pertaining to the laws, regulations, and policies, applicable to the transfer of intellectual property and/or technology; conducting negotiations with academic, business or other organizations regarding patents and inventions; advising on matters involving domestic and foreign patent rights, policies and procedures; developing strategies to further commercialize development of inventions and proprietary materials into services to enhance public health; and recommending changes to an organization's technology development and transfer program to support advancing research and commercializing technologies.
