Duties
- The following are the duties of this position at the full working level. Performs assignments that are agency-wide in scope and have significant impact on issues facing the operating unit. Conducts Business Reviews of field and headquarters offices, serves on task forces or study groups, and performs independent analyses of area or nationwide program operations. Comprehensively plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, teams, or interfacing administrative systems. Independently studies complex problems facing operating unit functions or those of particular concern within specialized areas of the organization. This may require coordinating input from activities outside the division and identifying new methods of performing work. Participates with cross-functional representatives on nationwide. Conducts studies and analyses to support operational reviews, measure achievement of goals, execution of plans, compliance with directives, and utilization of resources. Analyzes assigned program area(s) to discern trends in program delivery. Consolidates report data to measure effectiveness in meeting baselines or the degree to which program plans and achievements support strategic agency initiatives. Qualifications
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. QUALIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE: GS-14 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the grade 13 level in the federal service. Experience demonstrating analytical and evaluative methods and techniques, both qualitative and quantitative, to lead and accomplish complex projects or studies broad in scope and impact. Experience applying relevant laws, regulations, policies, procedures, and precedents affecting IRS programs. Applying management principles and project management practices necessary to coordinate cross-functional initiatives, integrate program objectives, and develop effective recommendations. Demonstrating oral and written communication skills sufficient to present issues, prepare decision documents, develop policy guidance, and communicate findings and recommendations to executives, managers, employees, and external stakeholders: Specialized experience for this position must include Serving as a technical expert in the identification of refund fraud and identity theft, developing or improving identity theft programs, policies, procedures, and risk mitigation strategies. Researching and analyzing individual, business, and tax preparer accounts to identify identity theft, refund fraud, fraudulent or fabricated accounts, and other compliance risks using multiple data systems, analytics, modeling techniques, or neural network technologies to identify emerging risks, evaluate program effectiveness, and develop or test new processes and controls. Applying knowledge of IRS functions, programs, policies, regulations, procedures, and operations to evaluate program performance, assess the impact of legislative or procedural changes, and recommend improvements that support organizational goals. Applying management planning, program analysis, and process improvement principles to design, develop, implement, and evaluate new or revised policies, procedures, systems, or business processes. Conducting cross-functional studies, operational reviews, and program analyses to identify process improvements, coordinate resources, and improve program efficiency and effectiveness. Applying analytical and evaluative methods to develop new or enhanced approaches to compliance, accounts management, taxpayer education, communication, or other tax administration programs. Gathering, documenting, and communicating business requirements for program, process, or system enhancements, and collaborating with stakeholders throughout implementation. Monitoring and managing program inventories, workload, and operational performance, and recommending improvements to increase effectiveness and efficiency. Leading projects involving cross-functional organizations or external partners, providing technical guidance, developing decision packages, studies, and recommendations, and ensuring successful project execution. Preparing comprehensive written reports, policy guidance, executive briefings, and recommendations, and delivering presentations to executives, managers, employees, and other internal or external stakeholders. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions. Probationary Period - A person who is required to go through a probationary period and then is transferred, promoted, demoted, or reassigned before he or she completes such period is required to complete the remainder of the probationary period in the new position. Education
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
