Summary

The incumbent serves as a Geographic Information System (GIS) Specialist within the Operational Support Staff structure and will lead the incorporation of an integrated GIS approach for the effective resolution of human-wildlife conflicts and provide consistent GIS support as appropriate for program operations.

Duties

  • The duties may include, but are not limited to:
  • Works with state and national programs to assess GIS needs, builds Esri mobile applications, and manages software distribution and online mapping accounts.
  • Collaborates with program management in planning future projects and makes recommendations as to the feasibility of proposed projects.
  • Coordinates the development of WS protocols and policies regarding geospatial data, software, and hardware.
  • Provide high level customer service in the delivery of geospatial data and products to support programs of various scopes.
  • Serve as a first responder for national GIS support and collaborates with other personnel for emergency preparedness and response.
  • Participates in a multi-disciplinary team that regularly interfaces with Wildlife Services (WS) state and national programs, the WS National Wildlife Research Center, as well as other Animal Plant and Health Inspection Service (APHIS) programs.
  • Incorporates current GIS technology to collect, evaluate, analyze, visualize, and provide reports interpreting operations to support agency activities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. AND FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience utilizing Esri cloud environments including ArcGIS Enterprise and ArcGIS Online, as well as ArcGIS Pro. Experience creating and maintaining mobile and web applications. Experience performing GIS analysis. Experience producing cartographic products and reporting tools. Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: This position requires specific coursework or a degree in a specific field to be basically qualified. You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
