Summary

Summary: The Advanced Qualification Program Manager (AQPM) is responsible for the adequacy of the advanced qualification flight program including indoctrination, qualification, and continuing qualification curricula, and the flight operations program performing inspections, surveillance, and certification duties. The AQPM has program responsibility to assure that Alaska Airlines meets Title 14 of the Code of Federal Regulations (14 CFR) with respect to flight operations programs.

Duties

• Under the general direction of a Front-Line Manager and/or the Supervisory Principal Operations Inspector (SPOI), accomplishes the following duties: Technical- Within the Advanced Qualification Program(s), assures on a continuing basis that Alaska Airlines is properly and adequately organized, staffed, and equipped; have and conduct an adequate AQP including an acceptable record keeping system; and facilities and procedures that meet all regulatory requirements. The AQPM regularly visits Alaska Airline¿s training facilities and other offices to maintain contact with Alaska Airline¿s appropriate management officials; coordinates with the SPOI for correction of any deficiencies/discrepancies. They coordinate with AFS-280 on AQP application, development, approval, and continued operation as a member of the Extended Review Team (ERT). This includes decision-making on movement through the phases of AQP. They coordinate with Alaska Airlines on data development, collection, and analysis of AQP. They coordinate with Alaska Airlines on instructor/evaluator calibration and participates in the annual review of AQPs and associated data analysis. They participate in quarterly or annual Instructor/Evaluator meeting for all fleets to ensure consistency, standardization, and applicable AQP regulations and guidance material is observed and adequately applied. They chair joint FAA-industry meetings; maintains regular contact with Alaska Airlines; and coordinates with top management officials. They maintain expert knowledge of Alaska Airline¿s Indoctrination, Qualification, and Continuing Qualification programs to ensure effective regulatory oversight. The AQPM serves as the technical point of contact for approval of specialty curriculums and/or flight operations specification approvals. They are responsible for coordinating with ERT members and appropriate Headquarters¿ AQP personnel relating to program approvals and general questions. Certification- The AQPM coordinates with the SPOI and AFS-280 on review and approval of curriculum development and all subsequent phases of AQP approval. They coordinate with the SPOI to approve/accept or disapprove/reject AQP manuals and revisions to such manuals. They obtain amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements; eliminate unsafe practices; and/or improve the specificity of instruction. They evaluate operations and facilities by on-site inspections and review of reports by inspectors or others. They negotiate changes essential or desirable in policies and procedures. The AQPM directs or participates in proving flight evaluations to determine compliance with 14 CFR and recommends changes that will be required prior to approval. Surveillance- The AQPM is responsible for monitoring all phases of Advanced Qualification Program(s) including training programs and records; training facilities; and training devices. They coordinate with and reviews reports from inspectors and others to identify trends which indicate deterioration in the safety of flight oversight and directs or suggest changes required to correct such trends. They are responsible for analyzing grading data for all fleets using FAA analysis software and data for trending and reporting to the SPOI and applicable program managers. They monitor and analyze other training data and Instructor/Evaluator Quality Assurance Program data collected by Alaska Airlines, but not in FAA analysis software, for trends and provides reports to the SPOI and applicable program managers. The AQPM conducts appropriate surveillance activities specifically focused on Alaska Airline¿s training program and Instructor/Evaluator Programs. They maintain expert knowledge of AQP regulations and appropriate FAA Orders and Guidance material related to AQP. The AQPM performs other duties as assigned

Qualifications

Air Carrier (Flight Oversight) Aviation Safety Inspector Qualification Requirements. In addition to meeting the basic and medical requirements, applicants must meet the following additional qualification requirements: a. At least one year of pilot experience in multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight. b. Three years of experience working in an organization with an air carrier, commercial operator, or air agency certificate, an organization whose work led to the certification of individual airmen, or an organization that operated aircraft. At least one year of this experience must be with an organization that operated multi-engine aircraft of more than 12,500 pounds maximum takeoff weight. c. Minimum 1,500 total flight hours. d. Must hold a valid Airline Transport Pilot Certificate. e. Not more than two flying accidents during the last five years in which the applicant's pilot error was involved. Medical Requirements: Applicants must be physically able to perform the duties of the A SI position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following: a. Have good distance vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted); b. Have the ability to hear the conversational voice (hearing aid permitted); and c. Not have any physical conditions that would cause them to be a hazard to themselves or others or that would interfere with their ability to operate/occupy a flight deck observer¿s seat (jumpseat) or a cabin passenger seat in a variety of aircraft. Air Carrier (Flight Oversight) Aviation Safety Inspector Additional Specialized Experience Requirement. One year of specialized experience equivalent to at least the next lower grade level/pay band in the normal line of progression is required for the FG-14, and above grade levels (or equivalent pay band) as shown in the following examples for each grade level/pay band: In addition to meeting the minimum qualification requirements, applicants must have at least 52 weeks of specialized experience equivalent to the next lower grade level (FG/GS-13 or pay band I) in the normal line of progression Specialized Experience is defined as: experience in analyzing investigative data and developing recommendations for identified hazards; experience in assisting in developing policies, standards, programs and procedures for aviation; and experience in assisting in the development of aviation safety procedures for flight standards. Work involves monitoring and issuing certificates to a large complex aviation organization or several smaller organizations that, in total, are comparable in complexity to one large aviation organization. Work at this grade level/pay band is generally reviewed from an overall standpoint for accuracy, consistency, and effectiveness in meeting requirements..
