Summary

This position is in the Medical Disability Examination Office's Training and Development Staff and reports under the supervision of the Chief for Training. The incumbent serves as a Training Analyst and supports all areas related to program management, coordination, and assessment of the vendor examiner training and exams-related claims processor training programs in support of compensation and pension (C&P) claims processing.

Duties

  • Specific duties include: Assists in planning, designing, and executing a program to inform, train and educate general and specific audiences about and how to request, review, and conduct C&P examinations. Identifies VBA and MDE vendor training needs as they specifically relate to C&P examinations through review and analysis of quality review findings, surveys, focus groups, and similar tools. Serves as subject matter expert (SME) to develop education and training modules, based on the identified training needs of claims processors and vendor examiners. Develops and/or updates education and training programs and activities in collaboration with other divisions and entities both within and outside VA. Analyzes VBA wide claims policy and/or operations, newly enacted legislation or court decisions, or resolution of major operational problems toward developing training products. Conducts technical research and provides technical advice and support to the Senior Training Analyst, Training Chief and Assistant Director in support of attaining goals and objectives for the overall program. Recommends innovative programs, new approaches, and technology that improve the training effectiveness. Publishes trainings in the appropriate learning management system and provides maintenance and updates to individual accounts. Provides status reports on the progress of the training-related initiatives and establishes goals and tracks the progress of those efforts toward meeting established milestones. Coordinates, schedules, facilitates, presents, and supports training delivery to internal and external audiences both in-person and virtually. Participates in national in-person and remote audits and site visits, if needed, which include review, examination, and verification of records to assess compliance with contractual training program requirements. Works with senior employee and managers to coordinate and negotiate intricacies of claims processor and examiner training that significantly impacts service to Veterans and determines the best course of action to address identified training needs and to incorporate new initiatives, technology, and software developments related to the C&P process at the field level. Responds to inquiries related to training issues requiring specific knowledge of training programs and systems as they relate to C&P examination training curriculum, training events, and contractual requirements. Performs other duties, as assigned. Work Schedule: Full time, Monday through Friday Compressed/Flexible: Not Available Telework: This position is eligible for situational (ad hoc) telework only. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/16/2026. TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level. If you are a current VBA employee requesting reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS- 13 or higher and the promotion potential of your current position must be at least None. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-13 Grade Level: Specialized Experience: To qualify for this position, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS-12 level) in the normal line of progression for the position. Specialized experience includes experience working effectively with various levels of individuals inside and outside an organization, Microsoft Office suite of applications and other training programs, evaluating program effectiveness and making necessary improvements when necessary, and managing national learning management systems and training records. The incumbent serves as an expert in disability medical exams and medical terminology; provides advice, guidance, and content on training related to the medical disability examinations. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity enough to use these tools is required. Occasional standing, bending, walking, stooping and also necessary. Some slight physical effort is required in that incumbent lifts and carries reference books and similar items.
