Duties

  • The Deputy Director, Office of Foundational Business B is responsible for providing executive leadership and strategic oversight of enterprise-wide business operations, workforce development, planning, and financial management functions supporting the Flight Standards safety mission. Exercises executive leadership and program direction over three divisions (Safety Performance & Risk Evaluation Division, Workforce Readiness Division, and the Civil Aviation Registry Division) with approximately 246 employees, including direct supervision of 3 L-bands, and oversees a budget of approximately $33.4 million. Directs strategic planning, organizational performance management, budget formulation and execution, workforce planning, and resource management activities to ensure alignment with FAA, Aviation Safety, and Flight Standards strategic priorities and operational objectives. Leads enterprise-wide workforce development and training programs designed to develop and sustain a highly skilled, mission-ready workforce, including specialized leadership and technical training programs for Aviation Safety Inspectors, Flight Test Engineers, FAA aviation professionals, Department of Defense personnel, and industry stakeholders. Monitors internal and external trends affecting workforce readiness, organizational performance, training requirements, financial management, and aviation safety operations, and develops recommendations and strategies to address emerging challenges and opportunities. Note: This position may be impacted by an upcoming realignment.

ELD 4: Leading People - This ELD involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ELD 5: Achieving Results - This ELD involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: Applicants who are current Officers or Executives (EV-1 or EV-2 level) of the FAA Executive System (FAAES), Career Senior Executive Service (SES), individuals certified through successful completion of an OPM-approved SES Candidate Development Program (SESCDP), or those with Career SES reinstatement eligibility are not required to address the Executive Leadership Dimensions (ELDs). Such applicants must provide documentation verifying eligibility for noncompetitive appointment to the FAAES (e.g., SF-50, or certification from OPM's SES Qualifications Review Board (QRB).
