Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the Direct Hire for Certain Competitive Service Positions About the Position: You will serve as a Budget Analyst in the Portland District Engineering and Construction Division, Budget Section assisting in reviewing and analyzing budgetary data, information, and requests by verifying the accuracy and authenticity of data submitted.
Duties
- Monitor and analyze project and departmental overhead (DOH) funding execution, evaluating labor/expenditure trends and recommending corrective actions to meet fiscal goals.
- Research financial databases to develop recurring, forecasted, and ad-hoc status of funds, obligation, and expenditure reports for division leadership and product review meetings.
- Collaborate on the formulation of annual DOH operating budget requirements and conduct monthly tracking to ensure proper fiscal performance and adjustments.
- Process Architect-Engineer (A/E) contractor payments and monthly accruals, validating invoices against year-to-date totals and System for Award Management (SAM) data.
- Conduct quarterly Unliquidated Obligation (ULO) reviews and coordinate bi-weekly labor and CADD balances with Project Managers to maintain adequate funding coverage.
- Financially receive external work requests (MIPRs, customer orders, interagency funds), establishing work items, resource plans, and life-cycle funding schedules.
- Prepare, originate, and amend procurement requests, purchase orders, and commitments in accordance with Federal appropriation law and fiscal guidelines.
- Investigate and resolve fiscal discrepancies, including rejected labor charges, accounting errors, and customer order funds repositioning.
- Guide personnel on proper financial coding (work items, org/resource/work category codes) and provide data load and monitoring support for automated project management systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. (GS-05) General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes creating spreadsheets to organize and manipulate data utilizing Microsoft Excel or similar spreadsheet software and providing customer service in an office for a large organization. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course of study leading to a bachelor's degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Financial Management, Accounting, Economics, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. Transcripts are required at the time of application. (GS-07) Specialized Experience: One year of specialized experience which includes utilizing excel (or similar) software and other automated financial management software to perform budget, accounting, and/or fiscal tasks. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Financial Management, Accounting, Economics, etc. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (GS-09) Specialized Experience: One year of specialized experience which includes 1) using formulas and pivot tables in excel or similar spreadsheet software; 2)monitoring, tracking, and validating proper commitments, obligations, and expenditures on a project; 3)extracting and consolidating financial data from multiple databases to create financial spreadsheets, charts, and graphs; 4) communicating with peers and internal customer on funding, resourcing and similar budget related matters; 5) explaining and summarizing the reasons for changes in funding needs or expenditures for specific line items; and/or 6) reviewing and making recommendations on budget execution documents based on availability of funds and compliance with regulatory requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Financial Management, Accounting, Economics, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
