Summary

Duties
- The Supervisory Procurement & Travel Specialist is responsible for managing NMAH's procurement and travel operations, and supervising staff to ensure full compliance with Smithsonian Institution procurement and contracting requirements. In this position, you will: Serve as the Primary Procurement Officer (PPO) for NMAH, overseeing procurement and contracting activities for the museum's largest and most complex acquisitions. Work closely with the SI Office of Contracting (OCon) on complex contracts for review and approval. Review contract actions, provisions, and highly specialized contracts and contracting plans to assess Smithsonian Institution (SI) compliance, strengthen competition, and ensure regulatory adherence. Oversee NMAH's travel program, ensuring compliance with Smithsonian Institution (SI) and federal travel policies and procedures. Supervise museum personnel responsible for purchasing, procurement, travel, and related services by assigning work, setting priorities, managing performance, approving leave, resolving employee issues, coordinating training, and taking disciplinary actions as necessary. Develop and evaluate museum procurement policies and procedures while providing guidance on procurement and travel-related issues.
Qualifications
Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-12 level in the Federal Service. For this position, specialized experience is defined as reviewing and processing procurement actions for a broad range of goods and services; evaluating contract plans and documentation; providing guidance to staff on the contracting process, procurement requirements and travel policies; and analyzing procurement, contracting, and administrative policies to recommend process improvements and enhance operational efficiency. Be sure to note the number of paid or unpaid hours worked each week. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
