Summary

This position is part of the Western Area Power Association. As a Public Utilities Specialist (Rates), you will be responsible for assisting in the development and preparation of power, transmission, and ancillary service rates, service charges and fees, rate adjustment proceedings, project repayment studies, and related forecasts, allocations, strategies, and industry evaluations.

Duties

Use plain language.] As a Public Utilities Specialist (Rates), you will: Assists with the development and preparation of power repayment studies, annual rate, charge, and fee calculations, strategies, or other analysis for the Region by gathering, compiling, and formatting cost, revenue, and load data. Analyzes historical costs, revenues, loads, industry trends, or other factors that may affect power, transmission, and ancillary services rates, repayment, or methodologies. Estimates future costs, revenues, loads, or other factors utilizing historical trends and future plans for forecasts. Prepares revenue distribution allocations for annual ancillary services and other charge and fee updates using appropriate project expense splits. Ensures consistency of repayment data, budget data, and financial records, including transfers between power systems, to ensure that revenues are sufficient to meet project repayment obligations and that rates are fair and equitable.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. GS-09 Level Specialized experience - one year (52 weeks) of specialized experience at the GS-07 grade level or equivalent pay band. This experience MUST include all the following: Using automated financial and data management systems to query, research, and answer functional questions. Utilizing Microsoft Excel capabilities to build, maintain, manipulate spreadsheets and manage quantitative data. Collecting, organizing, and cleaning structured data from large spreadsheets, relational databases, or information management systems. Performing initial quantitative calculations and standard data validations on multi-variable data sets to identify trends, outliers, or discrepancies. OR Substitution of Education for Experience: Two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, if related. OR Combination of Education and experience: I possess a combination of specialized experience and graduate education beyond the first year of graduate study that together meet the requirements for this position. The total percentages must equal at least 100 percent to qualify for the grade level. GS-11 Level: Specialized experience - one year (52 weeks) of specialized experience at the GS-07 grade level or equivalent pay band. This experience MUST include all the following: Extracting, querying, and analyzing data from automated financial and data management systems to research issues, and answer functional questions. Using Microsoft Excel functionality and capabilities to build, maintain, and manipulate spreadsheets and manage large data sets. Examples may be using pivot tables, graphs, vlookups, or visual basic macros. Collaborating across a wide variety of professional contacts and customers to provide information, resolve problems, and address disputes. Extracting, synthesizing, and analyzing large, complex operational or financial data sets to evaluate historical performance, cost structures, or organizational metrics and identify key trends or variations. OR I have successfully completed a Ph.D. or equivalent doctoral degree or at least three full years of progressively higher-level graduate education leading to such a degree in a field related to the work of this position as described in the vacancy announcement. OR I possess a combination of specialized experience and graduate education beyond the first two years of graduate study that together meet the requirements for this position. GS-12 Level: Specialized experience - one year (52 weeks) of specialized experience at the GS-07 grade level or equivalent pay band. This experience MUST include all the following: Utilizing and managing automated financial and data management systems and advanced computer applications to query, extract, and perform in-depth data analysis on high-volume data sets. Collaborating across a wide variety of professional contacts, stakeholders, and customers to provide information and resolve complex problems and disputes. Analyzing and tracking historical data (such as generation, sales, revenues, purchases or operating costs) to prepare specialized studies used to analyze and evaluate impacts. Developing, building, and presenting complex financial, repayment, or analytical models in both oral and written formats to internal and external leadership using spreadsheets, presentations, and technical reports. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Limit your resume to no more than two (2) pages.
