Summary

This vacancy is for a Supervisory Business and Industry Specialist (Division Director) in the Chemical, Biological, and Nuclear Division (CBND), Office of Nonproliferation and Foreign Policy Controls (NFPC), Office of the Assistant Secretary for Export Administration (EA), Bureau of Industry and Security (BIS) within the Department of Commerce.

Duties

• As a Supervisory Business and Industry Specialist (Division Director), you will perform the following duties: Provide supervisory leadership for Chemical, Biological, and Nuclear Division (CBND), establishing long range strategic objectives, annual priorities, and operational performance benchmarks across all treaty implementation, export control, industry engagement, and multilateral regime portfolios. Direct, plan, and oversee major program segments including arms control treaty implementation (Chemical Weapons Convention (CWC) / Additional Protocol (AP) / Biological Weapons Convention (BWC)), technology transfer risk governance, and multilateral export control regime engagement ensuring program coherence, regulatory alignment, and effective mission execution. Guide subordinate supervisors and technical units in developing studies, analyses, operational concepts, and policy recommendations that anticipate emerging proliferation threats, changes in international obligations, and evolving global industry practices. Direct CBND's licensing program execution through subordinate supervisory and nonsupervisory Licensing Officers; establish review criteria, escalation protocols, and quality standards for chemical, biological and nuclear license cases. Establish division wide policies, operating frameworks, and compliance standards that align CBND's activities with Bureau of Industry and Security, Department of Commerce, and whole of government national security and foreign policy objectives; issue authoritative policy guidance to subordinate units and external partners. Issue policy guidance on verification/confidentiality and inspection procedures; serve as Commerce's authoritative subject-matter spokesperson in treaty bodies. Chair/represent CBND in National Security Counsel (NSC)-led and other interagency bodies; ensure CBND equities are reflected in whole-of-government decisions. Partner with the Department of State and other agencies to support treaty implementation, industry obligations, and diplomatic engagements. Establish and maintain liaison with exporters, trade groups, scientific associations, and foreign counterparts. Qualifications

You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: To qualify at the GS-15 level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as: Leading or providing expertise in national-security-related policy development and/or conducting high-level analysis to inform senior decision makers; and Representing an organization to a variety of stakeholders, i.e., senior leaders, international or interorganizational counterparts, or multi-lateral organizations; and Supervising and directing the work of multidisciplinary (i.e. technical and non-technical) staff, including assigning priorities, evaluating performance, guiding workforce development, and managing resources to meet mission and operational requirements.
