Summary

The Clinical Administrative Specialist is assigned to the office of the Deputy Chief of Staff (Medicine Services) at the VA Eastern Kansas Health Care System (VA EKHCS), a 2-complexity facility providing primary and secondary medical, surgical and diagnostic care to Veterans in Kansas and Missouri.

Duties

  • Clinical Administrative Specialist GS-07: At the GS-07 level, the employee performs recurring administrative assignments using established methods, procedures, and accepted practices. You will exercise judgment in carrying out assigned work and refers to unusual or complex situations to the supervisor. The level of knowledge, analytical skill, independence and judgment exercised is less than that required of the full performance GS-09 position. Duties include but may not be limited to the following: Responsible for accuracy of clinical data for both clinical and administrative reports and assists on all action items related to this data. Assists the Supervisory Health System Specialist with administrative support activities related to assigned programs, including data collection, reporting, and program evaluation support. Plans, conducts, and/or manages special projects or studies to analyze, evaluate, and provide recommendations on administrative programs or issues. Researches and analyzes problems, issues, or program requirements. Researches recurring operational analyses. Responsible for daily review, communication and follow-up of missed opportunity report, clinic utilization statistical summary report, delinquent encounters report, delinquent consults report, recall reminders report, and other clinical management data reports. Monitors training requirements for existing staff and notifies respective supervisors of training deficiencies before the training becomes delinquent. Coordinates daily coverage for clinical areas. This will require compiling leave requests from the providers, reviewing daily demands, working with the reviewing appointment scheduling list, etc. Biweekly labor mapping in National labor mapping tool based on VISTA clinical time and approved administrative time within the constraints of policy for assigned clinicians. Clinical Administrative Specialist GS-09: Duties include but may not be limited to the following: Data Collection and Analysis: Responsible for accuracy of clinical data for both clinical and administrative reports and assists on all action items related to this data.. Collects statistical data for workload, productivity and efficiency data and any assigned performance measures. Assists the Supervisory Health System Specialist with administrative support activities related to assigned programs, including data collection, reporting, and program evaluation support. Participation in or support of various kinds of special projects in connection with clinical operations, which may have substantial impact on current programs as well as in the planning of futuristic programs. Reviews data, identifies trends, develops recommendations, and assists management with implementation of approved actions. Plans, conducts, and/or manages special projects or studies to analyze, evaluate, and provide recommendations on administrative programs or issues. Researches and analyzes problems, issues, or program requirements. Researches recurring operational analyses. Clinic Administration: Provides operational support for clinical operations and assists management in improving operational efficiency. Coordinates assigned internal review activities and assists with monitoring compliance. Responsible for clinic set up, coordination, and maintenance, to include researching and troubleshooting clinic schedules to assure that no problems arise in the coordination of clinic cancellations, reschedules, or overbooking of patients and to address clinic access issues as identified by the facility's Group Practice Manager. Responsible for daily review, communication and follow-up of missed opportunity report, clinic utilization statistical summary report, delinquent encounters report, delinquent consults report, recall reminders report, and other clinical management data reports. Works with clinic providers and sections chiefs to ensure completion of delinquencies or other similar outliers. Provides input regarding staffing, equipment, and resource needs based on operational data, including personnel, budget, equipment, supplies, information technology, environment of care and space needs. Receives and orients new providers and clinic support staff to clinic operations and administrative functions. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.In addition to meeting the time in grade requirement, you must meet the following minimum qualifications requirements. You may qualify based on your experience and/or education as described below: To qualify for this position at the GS-7 level, you must meet one of the following: Specialized Experience: You must have one(1) full year of specialized experience, equivalent to at least the next lower grade GS-5 in Federal Service, that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Clinical Administrative Specialist at a developmental level, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience is experience that includes but is not limited to: Experience in process improvement for business workflow; developing, implementing and delivering staff training; developing record keeping systems; designing, implementing information tracking systems using various databases and software packages; scheduling and monitoring events and program requirements. OR Education: Successful completion of one (1) full year of graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care. administration). OR Superior Academic Achievement (SAA): SAA at the baccalaureate level in the coursework detailed above is fully qualifying. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: Rank in the upper one-third of your class in the college, university or major subdivision. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. OR Combination: Combinations of successfully completed graduate level education and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position (i.e. hospital administration, public health administration, or related fields such as course work in health care administration). Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level.Time-In-Grade Requirement: Applicants who are current Federal employees serving on a Career or Career Conditional Appointment and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. OR Education: Successful completion of a master's or equivalent graduate degree, or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). OR Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e. hospital administration, public health administration, or related fields such as course work in health care administration).
