Summary

Duties
- You will advise management on the development of full compensation packages utilizing the variety of available options, such as recruitment, relocation and retention incentives and superior qualifications appointments.
- You will perform a variety of compensation related services including: providing guidance and suggestions for setting/adjusting pay for new and continuing employees; implementing pay schedule adjustments and special salary rates.
- You will provide advice and guidance to managers in assembling all required documentation to accompany recruitment actions and ensure that all technical work is complete and accurate.
- You will monitor local labor market conditions and provide advice to management on future staffing strategies.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing judgment, initiative, and resourcefulness to resolve intricate issues and problems. Experience interpreting and applying OPM, DOD, and DON regulations and policy. Experience conducting formal or informal training to junior HR specialists, employees and management. Experience conducting research to prepare reports on a variety of subjects for internal and external use. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of Recruitment/Staffing/Compensation areas of responsibility, knowledge of special recruiting authorities and strategies. Experience providing advice and guidance on available recruitment strategies and practices. Experience researching and applying findings to provide solutions to a wide range of HR management functions. Experience providing knowledge of OPM qualification standards and pay setting regulations. Additional qualification information can be found from the following Office of Personnel Management website. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-12: No education substitution accepted GS-11: Successful completion of a Ph.D. or equivalent doctoral degree or Successful completion of 3 full years of progressively higher level graduate education leading to such a degree or Successful completion of LL.M., if related or Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
