Duties

• Serves as a technical specialist with primary expertise in environmental compliance and environmental resources relative to the assessment of the environmental impacts of Civil Works, military, and Regulatory (permits) projects.
• Performs environmental analyses include assessing the impacts of proposed projects on the human environment.
• Contribute to the preparation of remediation designs methods for the organization.
• Contribute to solving remediation planning and design problems with soil and groundwater contaminants
• Serve as an Environmental Professional for the organization.
• Participate in review conferences as required by either design or review status.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -or- B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. In addition to the education requirements listed above to qualify for this position you must also meet the qualification requirements listed below: Minimum Specialized Experience Requirements: Specialized Experience Statement GS-07: One year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes experience: 1) experience in environmental compliance and related laws, policies and regulations as it pertains to water quality, threatened and endangered species, wetland protection, aquatic and terrestrial resources, and cultural resources; OR 2) providing environmental input and recommendations during the development, coordination, and implementation of water resources projects; OR 3) Participating in public involvement, contributing to open engagement between the resource agencies, the public, and stakeholders. Specialized Experience GS-09: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes experience: 1) experience in environmental compliance and related laws, policies and regulations as it pertains to water quality, threatened and endangered species, wetland protection, aquatic and terrestrial resources, and cultural resources in order to carry out most assignments independently; OR 2) investigating, analyzing or advising on a variety of environmental conditions to comply with established guidelines for water resources projects and perform routine tests, procedures and activities; OR 3)Participating in public involvement, contributing to open engagement between the resource agencies, the public, and stakeholders with minimum supervision. Specialized Experience GS-11: One year of specialized experience at the GS-09 level which includes: Overseeing environmental designs, technical specifications and design analyses; provide advice to agencies on projects and operational problems involving soil, surface water, and ground water contaminants. Specialized Experience GS-12: One year of specialized experience at the GS-11 level which includes: Leading and overseeing environmental designs, technical specifications and design analyses; advising agencies on projects and operational problems involving soil, surface water, and groundwater contaminants.

Education
