AIRCRAFT FREIGHT LOADER LEADER (MVO/FLO)

The primary purpose of this position is to serve as an Aerial Port Expeditor Load Director (APEX). To lead four or more personnel in performing general loading and off-loading of cargo aircraft, restraining cargo onboard aircraft using tiedown chains and devices, straps, nets, and pallet rail mechanisms.

Duties

• - Serves as an APEX Load Director. Responsible for a range of pre-flight/post-flight duties required by the nature of the aircraft and its specialized mission. - Serves as a working leader. Leads four or more civilian, military journeyman, and trainee aircraft freight loaders in the performance of aircraft freight loading and ground support duties on all types of military, commercial, and contract aircraft. - Performs duties as a load/servicing team member, loading/off-loading/re-sequencing military and civilian aircraft. - Operates gasoline, diesel, or electric vehicles. Operates a variety of heavy motor vehicles typically with a gross vehicle weight of over 32,000 pounds and materials handling equipment used to load/unload cargo and service

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-6900 Warehousing and Stock Handling Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to lead. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of cargo aircraft systems, configurations, equipment, emergency procedures, preflight inspection procedures, location of electrical power connections, circuit breakers, hydraulic operating system, and serviceability requirements. 2. Knowledge of cargo aircraft capacity and limitations, floor load restrictions, shoring, restraint requirements, use of load charts and graphs as applied in consideration of weight and balance factors during preparation of load plans to provide the optimum center of gravity throughout flight. 3. Knowledge of cargo/vehicle preparation procedures for loading and handling/placement of hazardous cargo, as well as knowledge in manifesting and shipping documentation requirements, cargo tie-down requirements, cargo inspection requirements, and cargo protection methods. 4. Skill to direct crews when loading aircraft according to weight and balance factors, cargo destination, and emergency jettison plans. 5. Ability to interpret and communicate technical orders and other published guidance; follow checklists and apply safety regulations, practices and procedures. 6. Ability to operate motor vehicles: heavy motor vehicles, K-Loaders, forklifts, tugs, prime movers, and tow vehicles of various sizes and capabilities, and to perform routine vehicle operating servicing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
