Summary

THIS IS AN ARMY NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 32 AMMUNITION INSPECTION LEADER (MI USPFO), Position Description Number NGD2282000 and is part of the MI USPFO, Michigan Army National Guard. Duties

• ***THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP*** This position is located in the United States Property & Fiscal Office (USPFO) Supply & Services Division, Ammunition Supply Point (ASP). This is an Army National Guard (ARNG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to serve as a working leader of 3 or more employees performing the handling, storage, examining, transporting, and identifying of ammunition and explosives to detect defects, serviceability, deterioration, and compliance with all ammunition and explosives regulations, acceptable standards, specifications, or contractual requirements, as well as develop policy and procedures to support day to day operations. Serves as a working leader in accomplishing trades and labor work. The highest level of non-supervisory work led is Ammunition Inspector, WG-6501-09. The supervisor issues instructions on work sequence, procedures, methods, and deadlines, and relies on the incumbent to assure that work assignments are carried out by other members of the group. The supervisor is available to provide information or decisions regarding problems that may arise during work. Communicates instructions received from supervisor to work team, and initiates work (e.g., by assigning the immediate tasks to be performed by individual members of the group led). Ensures needed plans, drawings, material, schematics, applicable technical manuals, and tools are available, and needed stock is available. Works along, side-by-side, and partners with other workers, performing the duties of an Ammunition Inspector WG-6501-09 and sets the pace of co-workers being lead. Performs the identical duties and responsibilities as the work team such as, however is not limited to: a. Conducts pre-issue inspection of ammunition items prior to issue. Checks each item for restrictions or suspensions. Inspects vehicles, equipment, and storage areas relating to the safety and security of ammunition and explosives (A&E). b. Assists in the inspection of ammunition, to include performing maintenance, care, preservation, shipping and storage operations, assuring compliance with Standard Operating Procedures (SOPs), safety regulations, drawings, etc. during operations. Conducts visual, mechanical, functional, static or dimensional tests as required. Uses and maintains test equipment including calibration equipment. c. Responsible for the requirements of all ammunition management documentation. Researches, analyzes, and completes the proper and required documentation of ammunition transfer records, surveillance records, ammunition condition reports, quality deficiency reports, magazine data cards and numerous other documentation and/or reports. Initiates and maintains inspection reports, publications, and files. Verifies all services' suspension and restriction notices. GENERAL EXPERIENCE: WG - Experience or training which demonstrates the ability to use and maintain tools and equipment associated with the type of work to be done, and to understand and follow oral and written instructions. Experience which demonstrates the knowledge of and the ability to apply safety standards. SPECIALIZED EXPERIENCE: WG-12 - Experience or training leading to current and comprehensive knowledge of DoD/USAF regulations, programs and procedures concerning conventional, biological, chemical, improvised and nuclear ordnance to include weapons of mass destruction, and a broad knowledge of the latest trends and technological improvements to these systems and devices. Knowledge and skills of the journey level as well as those required for planning, accomplishing, and maintaining a functional program for the flight. Knowledge of Federal, Department of Defense, and Department of Transportation laws and regulations regarding environmental matters, to include the Munitions Rule, Range Rule, and Resource Conservation and Recovery Act. Broad and comprehensive knowledge of United States military and foreign munitions to dispose of, or render safe, the munitions; ability to interpret blueprints, wiring diagrams, color codes, etc., and to use and interpret digital meters, distortion analyzers, and mock-up facilities. Ability to apply a wide range of analytical and evaluative techniques with regard to EOD mission requirements. Skill in communicating effectively both orally and in writing and ability to plan, organize and direct team study work. Thorough knowledge of the procedures, plans, and processes involved in mobility, contingency and exercise support. Ability to diagnose problems and determine corrective actions and procedures for complex situations. Ability to apply experience and judgment to devise the best possible solution to the situation. Ability to react effectively under extreme pressure to a number of situations at any given time while influencing or motivating individuals or groups who may be frightened, anxious, and confused; acute situational awareness of surroundings, resources, options, and cause and effect of actions performed and the ability to choreograph federal, state, and local response elements into a cooperative command system. Must be proficient in the operation and maintenance of numerous weapons and tactics to include: M-9 Baretta, M-16 automatic rifle, M82A1 Barret .50 caliber sniper rifle, specialized shape charges and explosive techniques, Base Recovery After Attack (BRATT), area denial, air base ground defense measures, Stand Off Munitions Disruption (SMUD), land navigation and map reading, initial area reconnaissance and explosive clearing of bed-down sites, intelligence gathering and exploitation of foreign ordnance/devices, E-4 nuclear response capability, Camouflage, Concealment, and Deception (CCD), blast mitigation and containment, emergency destruction of DoD assets during force evacuation/base denial. WL (All Grade Levels) - In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, organize, and lead the work of others in fields directly related the repair function of this occupational series. Must have the ability to perform administrative functions; to read and interpret a variety of technical publications used in the repair of supported equipment. The ability to provide guidance to others in work related directly to this occupational series. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.
