The primary purpose of this position is to operate and maintain an Energy Monitoring and ControlSystem(EMCS); heating, ventilation, and air conditioning (HVAC) controls, fire and intrusion alarm systems,and otherutility systems which support Lackland AFB, the Medina Annex, and Kelly Annex
Duties
- -Maintains surveillance of the operation of base utility systems through the operation of the EMC Sconsole andperipheral equipment -Takes Incoming emergency and urgent customer service calls after normal duty hours and dispatches appropriate craftsmen to accomplish repairs. -Follows written and oral procedures to keep the base electrical distribution system functioning properly, Analyzes a variety of interrelated sensing monitors to detect conditions such as circuit overloads, and equipment temperature changes -Dispatches repair crews when equipment failure occurs. Utilizes data received from the utility system via the computer controls to determine the current condition of the equipment -Receives individual printouts of utility system operational status from computer, Operates (rendregisters for printoutsof specific points at specific intervals by using certain codes to determine potential or developing trouble areas (i.e.,temperature of all points within a building on an hourly basis).
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400 Industrial Equipment Operation Family, Utility Systems Operator, . Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and, show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability to perform the duties of a UTILITY SYSTEMS OPERATOR without more than normal supervision JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1\. Skill in the use and maintenance of the Energy Monitor Control System (EMCS). 2\. Skill in troubleshooting, inspecting, and/or tracing hard-to-locate defects or problems. 3\. Ability to communicate effectively, both orally and in writing. 4\. Knowledge of operating characteristics, function and relationship of the air conditioning system components, heat transfer laws, airflow calculations, refrigeration cycle and causes of equipmentfailure. 5\. Ability to interpret priority lists, circuil diagrams, floor plans, equipment layout drawings, etc. 6\. Knowledge of safety, environmental, and security regulations, practices and procedures PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
