Maintenance Mechanic Assistant Supervisor

Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, Facility Manager Building and Grounds Supreme Court, Operations and Maintenance Division, Maintenance Branch Day. Serves as full Assistant Supervisor and is responsible for managing and overseeing operations, maintenance and repair of mechanical, plumbing, utility, HVAC, hydronic heating, steam generating equipment and building automation systems at the Supreme Court of the United States.

Duties

• Applicant Must Possess a Current and Valid Driver's License Chlorofluorocarbon (CFC) certification by an EPA-Approved Technician's Certification Program is Desired. The selectee will be required to report to work during emergencies and inclement weather situations. Core hours for this position are from 6:00 am to 2:30 pm with the option of an alternative work schedule. Tour of duty may include holidays and weekends on a regular and recurring basis. Rotating shift work may also be required at management's discretion to support the mission of the Supreme Court facility. TO BE CONSIDERED FOR THIS POSITION, JOURNEY-LEVEL EXPERIENCE IS REQUIRED IN THE FOLLOWING OCCUPATIONAL TRADES: AIR CONDITIONING AND PIPEFITTING Major Duties: Supervisory Functions as a full assistant to the Maintenance Mechanic Supervisor with full authority to act on all matters for which the supervisor is responsible. Serves as a working supervisor, working alongside subordinates performing the same work as the subordinates and provides advice to the Facilities Manager's team on all matters affecting facilities maintenance productivity, efficiency and management. Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit's budget and workload to include material purchases and service contract development and oversight. Assigns work to employees directly and through work leaders and provides technical direction and/or assistance in accomplishing the work. Observes work in progress, investigates work related problems and determines causes. Implements corrective actions to resolve work problems. Plans and established leave schedules. Determines training needs of subordinates and arranges for its accomplishment. Counsels employees on performance, sets performance standards and makes formal appraisals of subordinates' work performance. Uses computerized systems to support work assignments. Piping Systems Installation, Inspection and Maintenance Troubleshoots and analyzes defects or malfunctions in specialized pipeline systems and related fixtures. Inspects piping system equipment and fixtures using a variety of diagnostic techniques and equipment to locate a problem. Checks steam and chilled water system for leaks, defects in equipment and malfunctions. Observes and tests the operating efficiency of heating systems in order to localize malfunctions. Installs, modifies, repairs, maintains and troubleshoots high and low pressure piping systems, including domestic water distribution systems; sewage systems; steam generation systems; tempered water systems; hydronic heating systems; drain, waste and vent systems; sump pumps, sewage ejectors, irrigation systems; and fountain display systems. Tests systems and equipment for proper operation, circulation, flow, pressure and ensures leak-free joints. Traces and troubleshoots pipelines, systems and equipment to locate and repair leaks and trouble spots. Performs safety and preventive maintenance inspections of systems and equipment. Inspects and maintains sprinkler system fire and booster (jockey) pumps to confirm that proper system pressure is available. Troubleshoots and repairs fire pump motor controls and electrical control systems. Air Conditioning System and Refrigeration Troubleshooting, Installation and Maintenance Ensures the repair, overhaul, maintenance and servicing of equipment such as (but not limited to) refrigerator, freezers, water coolers, ice machines, commercial air handling units and smaller air conditioning units; ventilation systems, humidification and dehumidification systems, air compressors and central vacuum systems. Ability to navigate the Building Automation System (BAS) system from an operation, troubleshooting and diagnosis standpoint; as well as perform the installation of equipment and components. Oversees the installation, repair and troubleshooting of low voltage equipment such as thermostats and controllers; complex heating units related to steam, domestic and secondary hot water systems; other HVAC equipment such as variable frequency drives and motor controllers; and routine maintenance such as replacement of filters, bearings, calibration of sensors and other equipment. Chlorofluorocarbon (CFC) certification by an EPA-Approved Technician's Certification Program is Desired. Electronic Equipment Maintenance (Building Automation System/Direct Digital Controls) In support of HVAC operations, installs, maintains, troubleshoots and repairs new and existing highly complex systems of electronic sensing and control as well as new systems of similar complexity, mechanic implementing maintenance and repair procedures on major new or modified systems. Is responsible for installation, modification, operation, maintenance, calibration, repair and troubleshooting of the Direct Digital Controls (DDC) and for the day-to-day overall performance of the DDC.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. You must meet the selective placement factor required for this position: Ability to supervise employees in the mechanical trades field. And Journey-level skill in Air Conditioning and Pipefitting.
