Summary

The JMD Office of Chief Information Officer (OCIO) leads the DOJ's information technology (IT) and cybersecurity programs, setting strategic direction, driving innovation, and orchestrating IT operations, cybersecurity, and resource management within the OCIO and between OCIO and DOJ component agencies. The CIO has oversight responsibility for all IT acquisitions across the Department and IT budget requests of the Department's component agencies.

Duties

  • This position is located within the Office of the Chief Information Officer (OCIO) within Justice Management Division headquartered in Washington D.C. The Deputy Director of Service Delivery Staff (SDS), Enterprise Investment and Digital Solutions, reports directly to the Director of SDS. The OCIO has responsibility for: (1) setting overall data and information technology (IT) strategy for the DOJ in accordance with the priorities set by the Attorney General and the President of the United States, and in support of the broader law enforcement community; (2) overseeing the engineering, design, acquisition, implementation and operation of the DOJ technology infrastructure and services, including IT processing facilities and telecommunications; (3) the establishment and maintenance of Department-wide policies, standards and procedures for data and automated information processing and computer network security; (4) the coordination, planning, development, implementation and assessment of major applications and telecommunications capabilities for end users in the DOJ. The primary purpose is to serve as the Deputy Director and principal advisor. Providing executive leadership, strategic direction, and oversight of enterprise IT operations, technical programs, mission support services, cybersecurity functions, and strategic resource management activities supporting organizational and national security objectives. Duties for the position include but not limited to: Providing executive leadership and strategic direction for enterprise IT operations, cybersecurity, infrastructure, customer services, mission support, and digital solutions in support of DOJ-OCIO and national security objectives. Directing enterprise IT service management and delivery, ensuring the availability, reliability, continuity, resilience, performance, and operational effectiveness of IT services supporting mission and business requirements. Overseeing enterprise IT infrastructure and technology operations, including computing platforms, telecommunications, networks, data centers, applications, end-user computing, collaboration and messaging services, and 24/7 enterprise monitoring and support. Leading cybersecurity and enterprise risk management activities, ensuring technology operations and security controls comply with Federal laws, regulations, executive orders, FISMA, NIST frameworks, Zero Trust principles, and DOJ policies and standards. Directing IT modernization, digital transformation, systems engineering, and application development, providing executive oversight of technology architecture, systems integration, service transition, emerging technologies, and lifecycle development to improve mission performance. Serving as the senior technical advisor and authoritative expert on enterprise IT solutions, systems modernization, software and application development, data management, systems analysis, enterprise architecture, and emerging technologies. Overseeing strategic IT investments and resource management, including budget formulation and execution, financial management, capital planning, investment portfolios, resource allocation, working capital fund activities, and performance assessment. Directing enterprise acquisitions, contracts, and technology resource strategies, ensuring major IT investments, contract vehicles, engineering resources, project management, cost, schedule, performance, and service-level agreements are strategically aligned and effectively managed. Exercising executive supervision and management over multiple organizational units, establishing organizational structures, mission priorities, performance expectations, workforce plans, succession strategies, and corrective actions to ensure effective, efficient, and compliant program execution. Advancing merit-based workforce management and organizational effectiveness, ensuring fair and open hiring and promotion practices, objective performance management, employee development, recognition of high performance, skills-based talent practices, and effective utilization of workforce capabilities.

For this position, the following Mandatory Technical Qualifications (MTQs) have been established and should be addressed within the resume application. MTQ 1 - Demonstrated technical knowledge of and experience with key aspects and issues of centralized, distributed, and cloud based business systems, agile and develop software engineering patterns, networks and telecommunications infrastructure solutions, enterprise systems integration, and IT security. MTQ 2 - Demonstrated ability to manage, lead, and maintain customer engagement and consensus across large, complex multi-component IT programs that may include multiple component organizations. Should include demonstrated experience and expert knowledge of enterprise-wide IT operations, lifecycle management, customer care, risk management, and compliance.

Requirements

Conditions of Employment: You must be a United States Citizen or National. Veterans' preference is not applicable to the Senior Executive Service. Selective Service registration is required for males born on, or after, December 31st, 1959. Those not registered should have an approved exemption on file. You will be required to complete a pre-employment security investigation and background check for the security level designated for this position. You will be required to undergo a drug screening and obtain favorable results prior to being appointed. You may be subject to a one-year probationary period effective from the date in which you are appointed. This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter in accordance with DOJ and Federal ethics guidelines. You must meet all minimum qualifications to be deemed eligible. Only experience obtained by closing date of this announcement will be considered. As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications.

Education

In accordance with the Office of Personnel Management, for the federal 2210 Occupational Series, there currently is not a positive educational requirement, though Well qualified candidates MAY possess advanced degrees in one of the following areas : Information Systems, Computer Science, Cybersecurity/Information Assurance, Systems Engineering, Public Administration, Data Science and Project Management.
