Duties
- You will analyze and refine system requirements, translate user needs into application designs, and develop software solutions that meet technical requirements, customer needs, and operational objectives.
- You will plan and design system and application architectures, determine data and output formats, create user interfaces, and develop code while ensuring systems remain reliable, functional, and maintainable.
- You will manage or support complex technology projects by coordinating with internal and external organizations during planning, development, testing, implementation, and delivery of new or revised systems.
- You will conduct and manage system testing, including acceptance, unit, and quality testing, while resolving defects and ensuring applications meet required security, performance, and functionality standards.
- You will establish and maintain configuration management procedures, control system components throughout development, track changes, and maintain accurate records of approved configurations and software versions.
- You will provide technical support and user training, maintain system documentation, assist with security requirements, and coordinate with managers, sponsors, users, and technical staff to resolve system issues.
Qualifications
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Utilize analytical skills, evaluation techniques, and re-engineering methods to assess the technical, financial, and programmatic implications of prospective IT endeavors. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Manage stakeholder requirements from internal/external agencies helping execute and accomplish organizational goals and objectives. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing leadership, guidance, and mentorship to the workforce communicating organizational goals and objectives while aligning with the command's initiatives. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analysis, reporting, coordinating, and facilitating working groups to meet and resolve project objectives. In addition: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Knowledge of capabilities and requirements analysis. 2. Knowledge of cloud computing service models Software as a Service (SaaS), Infrastructure as a Service (laaS), and Platform as a Service (PaaS). 3. Knowledge of the systems engineering process. 4. Interpret IT policies, standards, and guidelines. 5. Coordinate with systems architects and developers, as needed, to provide oversight in the development of design solutions. 6. Ensure that all systems components can be integrated and aligned (e.g., procedures, databases, policies, software, and hardware). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
