Transportation Planner

Summary

About the Position: Serves as a Brigade Plans Chief under the general direction of the Deputy S3 for Operations. Responsible for directing and overseeing contingency plans for strategic deployment, redeployment, Reception, Staging and Onward movement (RSO) of US Forces to include General Cargo, Foreign Military Sales and Class V Ammunition shipments throughout their AOR.

Duties

• Develop concepts, plans, and policies for strategic deployment of forces and handling of DoD-interest cargo.
• Provide liaison assistance to commands for strategic deployment and reception, staging and onward (RSO) planning.
• Develop and maintain current information and data for trends and events which influence transportation procedures and planning.
• Analyze contingency port workload requirements for all ports and determine military augmentation units.
• Evaluate the input of planning documents, to include the Global Command and Control System (GSCC) and the Joint Operations Planning and Execution System (JOPES).
• Participate in developing policy and procedural changes associated with new transportation trends of shipment.
• Review and analyze operational/operations plan (OPLAN) for changes and requirements that impact the brigade's transportation mission.
• Complete capability studies to ensure realistic contingency plans are developed and integrated into wartime planning for the brigade.
• Plan requirements for development of emergency and contingency plans of U.S. forces.
• Advise Brigade Commander and staff of potential transportation problem areas, capabilities and provide solutions to problems.
• Assist agencies in collecting transportation information to provide to the brigade and other US government agencies.
• Participate in planning conferences/workshops on issues concerning transportation planning and support, exercises, and operations and movements.
• Provide presentations for simulation models and new automation systems to theater agencies and the brigade.
• Determine the most effective strategic flow to deploy critical forces and achieve initial timelines for US forces.
• Prepare for critical modes to support the transportation strategic flow and ensure combat capability of US forces.
• Perform the full range of supervisory duties and responsibilities. Plans work to be accomplished, sets priorities, and establishes schedules for work completion.
• Assign work based on priorities, requirements, and capabilities of employees. Develops performance standards; evaluates performance and prepares performance ratings; and recognizes high quality performance through awards systems.
• Evaluate development and training needs and recommends appropriate training and development to broaden employees' skills.

Specialized Experience: One year of specialized experience which includes: 1) Directing and overseeing end-to-end contingency planning for the strategic deployment, redeployment, and Reception, Staging, and Onward Movement (RSO/RSOI) of military forces and diverse cargo types, including general cargo, foreign military sales, and Class V ammunition/hazardous materials.; 2) Coordinating seaport and ocean terminal operations by applying transportation planning concepts, policies, and procedures governing Military Ocean Terminals (MOTs) and commercial seaports, analyzing workload requirements, and assessing port infrastructure to support heavy force integration.; 3) Evaluating, and analyzing Area of Responsibility (AOR) Operation Plans (OPLANs) using advanced military planning systems, integrating Time Phased Force Deployment Data (TPFDD) and utilizing the Joint Operation Planning and Execution System (JOPES).; and 4) Supervising or leading a team by assigning work aligned to mission priorities, evaluating performance, managing employee development, establishing effective internal controls, and resolving personnel issues to maintain a productive and compliant workforce. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
