Duties

  • Leads and directs a team of technical training specialists to deliver operational and system‐based training for Senate staff, including prioritizing work, assigning tasks, coaching staff, and evaluating performance. Develops and maintains comprehensive operational training programs and learning resources that support effective use of office tools, technologies, and systems essential to daily Senate operations. Collaborates with Senate offices and committees, and supports the Senate community to assess training needs, identify operational challenges, and design learning solutions that enhance the Senate community’s effectiveness. Oversees the creation and delivery of instructor‐led workshops, digital learning modules, user guides, and job aids that translate complex technical and operational processes into clear, accessible instruction. Coordinates training initiatives to ensure alignment with emerging technologies, system updates, and operational changes, enabling staff to adapt effectively to evolving tools and workplace requirements. Evaluates and improves training programs and instructional materials by incorporating participant feedback, operational insights, and performance data to maintain relevance, effectiveness, and alignment with the Senate’s needs. Other duties as assigned.

Qualifications

Required Work Experience At least five years of experience in IT operational support, training/development, or related fields, which includes experience supporting non‐technical users in using resources, and one to three years of management or leadership experience. Required Special Skills/ Knowledge Knowledge of instructional design principles, adult learning methodologies, and effective training delivery practices. Knowledge of enterprise office tools, technologies, and operational systems used within complex organizational environments. Knowledge of training evaluation techniques, data analysis methods, and approaches for continuous program improvement. Knowledge of project management practices, including planning, resourcing, and coordinating multi‐stakeholder initiatives. Knowledge of organizational operations, workflows, and common technical challenges faced by staff with varied experience levels. Ability to lead, coach, and manage a team of technical training specialists to achieve high‐quality, timely outcomes. Ability to translate complex or evolving technical concepts into clear, accessible instructional content. Ability to collaborate and communicate effectively with stakeholders across offices, committees, and support units. Ability to analyze training needs, collect feedback, and apply data to refine instructional materials and approaches. Ability to manage multiple projects, deadlines, and evolving operational priorities in a fast‐paced environment. Ability to anticipate the Senate’s training needs and align learning solutions with operational changes and emerging technologies. Ability to design and deliver scalable learning solutions that support consistent and effective use of tools and systems across the organization. Ability to evaluate program effectiveness and introduce improvements that maintain relevance, clarity, and operational value. Ability to foster a learning environment that supports staff with varying levels of technical expertise. Ability to communicate clearly, professionally, and with sound judgment when advising leaders, staff, and cross‐functional partners. Ability to adapt training strategies and priorities in response to new technologies, SAA directives, or system updates. Desired Qualifications Prior Senate office or committee experience is highly valued, and candidates with this background are urged to apply. Demonstrated ability to lead, assess, build, refine, and scale new programs in a complex, dynamic environment with diverse stakeholders. Successful track record of helping organizations prepare for and adapt to technological change, rather than simply supporting existing systems. Strong interest in understanding how Senate offices, committees, and support organizations operate, and in tailoring development support to their distinct needs. Comfort engaging with senior leaders, staff, and elected officials, with the judgment and discretion required to navigate sensitive or high‐stakes situations. Proven success operating in fast‐paced, rapidly changing environments, proactively identifying risks, opportunities, and training needs. Thorough understanding of accessibility principles, including Section 508 compliance standards and best practices. Experience managing and leading within the field of training and development. Knowledge of adult learning methodologies and the ability to apply those to a dynamic environment. Demonstrated capability in integrating accessibility into learning materials and training. Working Conditions This position directly supports essential services of the U.S. Senate. As such, this position requires the employee to be available and prepared to work during a lapse in appropriations, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of a lapse in appropriations, this position is considered excepted. Work is performed in a professional office environment requiring the ability to operate standard office equipment, including computers and audiovisual tools used for training delivery. Position requires extended periods of sitting, attending meetings, and working at a computer to develop training materials, analyze information, and coordinate program activities. Occasional standing, walking, or facilitating group instruction is required when delivering training sessions or conducting workshops. Work involves managing multiple priorities and deadlines in a fast‐paced environment driven by operational changes and evolving technical needs. Limited travel within the Capitol Hill campus may be required to coordinate with Senate offices, committees, or training sites. The role may require occasional flexibility in work hours to support time‐sensitive training initiatives or system rollouts.
