Duties

• Responsible for writing and approving facility project scopes of work for completeness, good practices, and use of materials.
• Develop cost estimates for facility repair projects and compare to contractor’s proposed cost.
• Inspect and verify facility repair and construction projects for completeness and meeting the SOW requirements prior to approve payments.
• Review facility repair and maintenance projects in a quality assurance capacity to ensure they are within scope of the contract.
• Maintain correspondence, financial records and files on proposed and approved facility projects.
• Assist the Contract Office Representative (COR) in technical review of service order project in accordance with the central maintenance contract.

Qualifications

DHA Research & Development (R&D) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: (1) Reading and interpreting facility/construction drawings. (2) Conducting quality assurance on facility maintenance, repairs and modernization and projects; (3) Evaluating contractor on small construction projects to determine if it meets contract requirements; AND (4) Serving as an advisor for special projects involving HVAC, plumbing or electrical system installation, service, or repair in research laboratories and facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
