- NONAPPROPRIATED FUND POSITION DESCRIPTION JOB TITLE: Supervisory Library Technician BUSINESS TITLE: Supervisory Library Technician FLSA: Exempt JOB SERIES: 1411 PAY LEVEL: NF-03 INTRODUCTION: Supervisory Library Technician positions are located in Personal & Professional Development, Education and Career Services - Libraries at Camps Kinser, Foster, Courtney, Hansen and Schwab. The incumbent is responsible as the facility manager at the assigned Camp Library and for assisting the Library Program Supervisory Librarian (NF-1410-04) in the daily administration of the library program. The incumbent may be reassigned to alternate Camp Libraries as mission requirements may dictate. The primary mission of the library or information center is to organize, manage and provide relevant and timely information to meet the educational, technical, professional, and recreational needs of active duty military, their family members, university students, retirees and civilian employees. The library also serves as a resource center for off-duty education programs ranging from preschool to high school to college degree programs. DUTIES AND RESPONSIBILITIES: 1. Administrative Duties: Manages a medium, physically separate branch library. The work performed by the incumbent varies over a wide spectrum of library or related information, and over many levels of responsibility and complexity. As the facility manager, library technician is responsible for administrative duties related to the day-to-day operation of an MCCS facility. Responsibilities include the following administrative duties: maintaining the facility key roster, producing, maintaining, and submitting: Daily Activity Reports (DAR), Safety Reports, Work Requests, Hazmat Reports, Incident Reports, CMR Inventory Reports, DSSC Supply Requests, and other administrative paperwork as it relates to the day to day operation. Serves as the point of contact for matters dealing with the library at the facility level, and may work with the camp coordinator, representatives from local commands/units, internal customers, and other camp entities. 2. Supervisory Duties: Supervises three or more technicians, library clerks, aides, local national, volunteers, and summer hires. The incumbent is responsible for the following personnel related duties, but not limited to: planning and preparing schedules, maintaining time-keeping files, making individual work assignments, instructing employees in specific tasks and job techniques, monitoring standards of service, providing advice and guidance to subordinates, approving leave, resolving personnel related conflicts, setting written performance standards and completing yearly performance appraisals. The incumbent ensures that all tenets of Equal Employment Opportunity (EEO) and safety regulations are followed. Interviews and makes recommendations for the selection of new employees, submits requests for employee pay raises, nominations for cash awards, and identifies, recommends, and submits requests for developmental training of subordinates.
Qualifications
BASIC REQUIREMENTS: 1. Successful completion of Bachelor¿s degree from an accredited college or university is strongly desired. OR 2. Applicant must have three years of practical work experience related to library work, that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. OR 3. An appropriate combination of education and experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. MINIMUM QUALIFICATIONS: 1. Ability to supervise subordinate employees to include communicating work direction and assignment from supervisor, giving on-the-job training, coaching, facilitating, and resolving work problems. 2. Knowledge and experience in clerical and administrative procedures such as managing files and records, compiling statistics, to include good organizational skills. 3. Knowledge of Microsoft Office software and applications including Microsoft Word, Excel, Access, and PowerPoint. 4. Ability to communicate effectively both verbally and in writing with customers, using proper tact, diplomacy and professional customer service. 5. Demonstrated excellent customer service and interpersonal skills to interact with diverse customers. 6. Must be able to accommodate a flexible work schedule to include weekends, holidays and evenings. This activity is a Drug-free workplace. May be exercised once per permanent relocation (PCS), when appointed to a regular full or part time position. Per DoDI 1400.25, volume 315, Enclosure 3, para 2.h.1, MSP eligibility terminates upon acceptance or refusal of an offer of a continuing position (part-time or full-time) in the federal service for which the spouse has registered for employment, whether or not preference was applied. Applicants hired into flexible positions (0-40 hours per week) or regular position with a time-limited appointment will not lose their spouse preference eligibility until movement or hired into a regular full or part time position. The time period for MSP eligibility begins when new PCS orders are issued to the new duty station, if accompanied, or at any time thereafter during the tour. All military and DoD civilian spouses are required to provide a copy of their sponsor¿s orders during the application process.
