Duties

• As a Marketing Specialist, you will: Develop and execute marketing plans for national, multimedia, paid and social norming media campaigns related to behavioral or vehicle safety programs. Work closely with program offices to develop strategies and tactics to support marketing objectives, material development, and appropriate outreach initiatives. Conduct and analyze qualitative and quantitative consumer marketing research to develop campaign materials and execute media plans. Develop, manage, track and report project budgets and campaign results. The ideal candidate is a creative, data-driven professional passionate about crafting innovative, life-saving traffic safety campaigns. Qualifications

To meet the minimum qualifications for this position, you must meet either the education OR experience qualifications for the grade at which you are requesting consideration AND provide a copy of transcripts for verification. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience in developing and executing advertising and marketing campaigns that include television, radio, social media, earned media, and digital platforms. Experience in planning, analyzing, and implementing consumer market research (qualitative and quantitative) to develop and execute strategic advertising campaigns. Experience in developing and executing a marketing and advertising budget. Experience working with external advertising agencies to create and implement marketing and advertising campaigns. Experience applying written and oral communication skills to transmit information accurately and clearly through a variety of mediums. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Communications and Media – Demonstrated experience in developing and executing successful marketing and paid and social norming advertising campaigns that showcase the ability to plan, implement, and analyze consumer market research, and develop and implement strategic marketing and advertising efforts. Project Management – Demonstrated ability to schedule, manage, monitor, deliver, and complete projects on time, effectively, and efficiently within budget. Written and Oral Communication – Demonstrated skills to write, edit, and communicate accurately and clearly through writing, video, audio, oral presentations, digitally, and other materials to transmit information.
