Summary

About the Position: Oversees, coordinates, and provides advice, assistance, and guidance covering a wide variety of travel-related financial program requirements for the Defense Health Agency Medical Treatment Facility at Naval Medical Center - Portsmouth and all subordinate units and staff offices as well as personnel supporting global deployments for all expeditionary forces attached to the hospital.

Duties

  • Oversees, coordinates, and provides advice, assistance, and guidance covering a wide variety of travel-related financial program requirements for the MTF
  • Monitors the integrity of travel program requirements such as deployments, resident and intern development for medical staff, standard mission, and all patient travel for medical care.
  • Participates in conducting analysis of procedures, methods, and practices relative to travel program requirements.
  • Provides customer service/ assistance to travelers, Approving Officials, Certifying Officers, and Budget personnel.
  • Implements and manages the day-to-day activities, ensures system requirements and activities necessary to achieve the objectives are identified, met, and resolved, including all technical, administrative and/or operational problems and conflicts.
  • Monitors functional aspects of the Defense Travel System (DTS) to ensure continued successful operation. Resolves systemic issues and/or problems involved in the DTS sustainment process.
  • Establishes and maintains organizations, groups, routing lists, and user profiles within the systems. Maintains a database of user information and controls user access to Privacy Act information and travel documents.
  • Assigns appropriate permission levels to official personnel and travelers for their respective role in the DTS hierarchy.
  • Monitors the processing / reviewing / approving of DTS travel documents as well as processes approvals on documents regularly. Supports staff oversight of the review and evaluation of Actual Expense Allowance requests.
  • Monitors Certifying Officer training. Supports the operation of the local DTS Help Desk. Develops and formalizes help desk policies, processes, and procedures.
  • Plans work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. Assigns work to subordinates based on priorities.
  • Provides management oversight of the Government Travel Card (GTC) programs . Resolve complicated travel related inquiries for both military and civilian personnel.
  • Provides supervisory oversite of the travel team, assigning duties, providing performance ratings, approving time and attendance requirements, etc.

GS-09 Specialized Experience: One year of specialized experience which includes: experience processing, reviewing, and reconciling official travel documents and authorizations; compiling and analyzing financial data for management review, interpreting budgetary policies and regulations, and utilizing an enterprise financial management system to enter, track, and retrieve financial transactions and assisting with the Government Travel Card Program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Finance, Accounting, or Budget. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Accountability Customer Service Decisiveness Flexibility Interpersonal Skills Problem Solving Resilience Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
