Summary
The Financial Analyst serves as a senior leader, portfolio lead, and the principal financial authority within the Direct Reporting Portfolio Manager for Unmanned Systems (DRPM-UxS) office.
Duties

Incumbents typical work assignments may include the following: Serves as a Financial Analyst for the DRPM-UxS, the incumbent acts as the principal financial authority exercising day-to-day management and executive-level orchestration of the portfolio's complex financial enterprise. Provides direct oversight of the comprehensive Planning, Programming, Budgeting, and Execution (PPBE) lifecycle for the organization and ensures the absolute integrity, defense, and justification of DRPM-UxS's budget submissions, Program Objective Memoranda (POM), and budget estimate submissions. Establishes and enforces stringent financial review protocols, guaranteeing that all budgetary products consistently meet the highest standards of accuracy and compliance, securing the robust funding necessary to support the DRPM-UxS mission. Leads and executes highly complex financial assessments to underpin pivotal portfolio investment decisions, capability developments, and strategic resource allocations. Orchestrates and directs the day-to-day financial workflows across joint service representatives and component resource sponsors and expertly translates the Staff Director's broad strategic priorities into comprehensive, actionable financial execution plans and meticulously managed budgetary milestones. Drives portfolio performance, optimizes resource distribution, and builds the fiscal capacity necessary to tackle unprecedented national security challenges.
Qualifications
In order to qualify for this position, you must meet the requirements described below. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/financial-administration-and-program-series-0501/ You may qualify at the NH-4 (GS 14/15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-3 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: Applying mastery of advanced federal financial management, budgeting, and accounting principles, Planning, Programming, Budgeting, and Execution (PPBE) process, and skill in their application to secure and defend funding for complex, high-visibility defense acquisition programs. Applying in-depth knowledge of appropriations, budget execution rules (e.g., Anti-Deficiency Act, misapportionment, reprogrammings), and POM cycle mechanics to ensure maximum flexibility and compliance in rapid-fielding environments. Applying skill in providing strategic financial leadership and coordinating multi-Service resource sponsors and financial communities, including the ability to critically review, validate, and defend joint budgetary submissions. Applying skill in oral and written communication to effectively convey complex financial strategies, funding risk assessments, and budgetary trade-offs to a diverse audience of decision-makers to secure critical portfolio resources. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
