THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a INTERNAL CONTROL ANALYST (TITLE 5), Position Description Number T59034P1 and is part of the IL 126, National Guard.

Duties

• As a INTERNAL CONTROL ANALYST (TITLE 5), GS-0501-11, you will function as the Financial Management (FM) focal point for the Financial Improvement and Audit Readiness (FIAR) initiative, as well as advise the Comptroller and Wing Commander in all matters relating to FM FIAR within the FM community. Major Duties - This is NOT an all-inclusive list: Provides administrative oversight of the Quality Assurance (QA) Program. Ensures effective and efficient quality standards and internal controls are in place at base level operations. Researches, develops, modifies, and maintains qualitative standards for use in evaluating and monitoring performance indicators. Uses verifiable and objective measures and develops statistically reliable and valid measures whenever possible. Provides technical internal control advice on military pay, civilian pay, travel pay, disbursing and collection, accounting, vendor and contract pay, budget, and systems administration. Maintains a schedule of all reports, audits, inspections, and internal control reviews. Independently conducts various reviews to assess organizational performance. Examines all pay-related and accounting and financial functions to ensure internal accounting systems and administrative controls are sufficient to reasonably ensure all obligations and payments comply with applicable laws. Ensures funds are safeguarded against waste, loss and misappropriation, and all remittances and payments are properly accounted. Reviews military pay vouchers, travel payments, and entitlement documents to ensure supporting documents are applicable and valid. Identifies existing and potential material weaknesses and works with affected officials to develop a schedule of corrections. Understands and identifies material weaknesses in this context relate to the monetary value and the perceived command, public, or political sensitivity associated with a particular function. Focal point for fraud prevention. Facilitates monthly QA meetings and prepares minutes.

Qualifications

AREAS OF CONSIDERATION: The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence: The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP). The SECOND area of consideration will be Veterans' Preference (VP) eligible. The THIRD area of consideration will be all excepted permanent and indefinite temporary technicians within the ILNG. The FOURTH area of consideration will be all current Federal Employees. The FIFTH area of consideration will be all Federal re-employment eligible. The SIXTH area of consideration will be all U.S. Citizens. EDCUATIONAL REQUIREMENTS: Must possess an undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. GENERAL EXPERIENCE: MUST possess skill in collecting and analyzing data effectively, efficiently, and accurately; skill in applying procedures and directives by reading and interpreting program material; skill in presenting formal training presentations and briefings; ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: GS-11 Level MUST possess at least 1-year equivalent to at least a GS-9: experience in the management of administrative fiscal, financial management, accounting or budgetary nature; provides analytical reasoning in the identification, analysis, and evaluation of financial issues and developing alternative solutions; competencies in analysis, research, writing, and judgment; knowledge and skill in the application of related laws, regulations, precedents, methods and techniques of budgeting; competencies in self-management, resilience, teamwork, attention to details, creative thinking, integrity, honesty, and positive customer service skills. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
