Telecommunications Specialist (Cyber)

Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure in DISA PACIFIC FIELD OFFICE, Regional Network Operations and Security Center (RNOSC), Camp Humphreys, South Korea.

Duties

• Serve as forward RNOSC representative to provide local visibility of network performance, perform on-site troubleshooting to accelerate service restoration, and synchronize incident response efforts between the RNOSC, DISA, and mission partners.
• Act as the forward technical expert for Mission Partner Environment (MPE) and coalition Command and Control (C2) systems to ensure the interoperability and availability of joint and coalition communication capabilities.
• Function as the primary technical liaison between DISA field offices and mission partners, translating operational requirements into actionable technical solutions and providing clear updates to leadership during incidents, exercises, and operations.
• Assess critical infrastructure dependencies (e.g., power, HVAC, transport), identify risks to resiliency and cybersecurity posture, and support commissioning and evaluation of programs to ensure systems are ready for enterprise integration.
• Develop, validate, and operationalize primary, alternate, contingency, and emergency (PACE) communications architectures to ensure continuity of operations in degraded, denied, or contested environments.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements: BASIC REQUIREMENT: The Telecommunications Series, 0391, has an Individual Occupational Requirement (IOR), which must be met for this position in addition to the minimum qualification requirement. Education above the high school level must have been completed in an U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Education Undergraduate and Graduate Education:?Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Experience Specialized Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. In addition to meeting the basic requirements applicants must meet the qualifying experience. Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience managing network operations, incident response, and enterprise services, specifically utilizing Internet Protocol / Multiprotocol Label Switching (IP/MPLS), satellite systems, and boundary services, and providing advice on enterprise-level issues; Performing on-site troubleshooting and fault isolation during the process of designing, developing, and validating multi-layered communications architectures; AND Ensuring the seamless integration and interoperability of joint-service and coalition information systems. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
