Summary

The incumbent serves as the Lead Management and Program Analyst for the Loan Policy Team under the Loan Policy and Valuation Section, within Loan Guaranty Service(LGY). The incumbent functions as the senior technical authority and team leader supporting GS-13 Loan Policy Program Analysts responsible for national policy development, program analysis, business process improvement, stakeholder engagement, legislative review, lender oversight initiatives, training, and strategic program management

Duties

  • Specific duties include: Facilitates and leads teams of Central Office and field personnel regarding policies, activities, and the establishment of related changes to the regulations and procedures, best practices, business process improvements and business process reengineering. Reviews and provides technical assistance, correspondence, opinions, and other documentation to internal and external stakeholders as high-quality products. Composes technically accurate priority correspondence to the White House, members of Congress, other Government agencies, Veterans' Service Organizations, builders and lenders; as well as attorneys. Develops and delivers training to field office staff on system updates, policy and procedures, and general customer service standards. Assisting in planning, organizing, and independent judgment of critical business-matters of a national lending program. Analyzes precedent and highly complex problems relating to guaranteed loans submitted by field offices, lenders and other, and initiates appropriate correspondence or other means of affording proper solutions. Under guidance of the Supervisory Loan Specialist, reviews audits reports and egregious referrals, with the associated loan files to recommend concurrence or disagreement with the conclusions of the Monitoring Unit or field offices. Conducting assessments to ensure operational, policy-making, and external communication. Supporting the Assistant Director of Loan Policy and Valuation and the Chief of Loan Policy, in both internal and external contexts to explain or defend Loan Guaranty Service's in industry meetings/conferences. Processing requirements for VA guaranteed and direct loans; general mortgage lending industry experience. Work Schedule. Full Time, Monday through Friday, 8am to 4:30pm Compressed/Flexible: Not Available Telework: This position is eligible for situational (ad hoc) telework only. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 09/08/2026. TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 level. If you are a current VBA employee requesting reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-14 or higher and the promotion potential of your current position must be at least None. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Is defined as experience understanding the state/federal administrative real estate laws and serving as a technical authority on Veteran home loans, eligibility determinations and appeals, the guaranty of VA home loans, automatic lender qualifications, VA credit underwriting standards, funding fee processing, and the interpretation of relevant statutes and regulations. Examples of this include but not limited to: Formulate and recommend plans and policies for nationwide application, governing loans to be made and guaranteed for the purchase, construction, repair, alternation and improvement of homes or for the refinancing of existing home loans and governing loans to be guaranteed for the purchase of a manufactured home. Facilitates the processing, analysis and closing of applications for Direct Loans, and reviews, analyzes and determines recommendations for actions to be taken on individual cases submitted to Central Office by the field for the decision on the guaranty of the loan. Studies and analyzes proposed legislation involving housing loan policy considerations and prepares appropriate comments. Effectively manage and implement recommendations when proposals involve substantial agency resources or extensive changes in established procedures. Ability to analyze and interpret existing policies and procedures in order to effectively articulate and communicate requirements and/or decisions with Loan Guaranty staff, vendors, mortgage and real estate professionals, Veterans and other interested parties. Ability to function as a technical authority regarding Veteran eligibility, automatic lender qualifications, VA credit standards and credit evaluation, the mortgage lending industry and the processing requirements for VA guaranteed and direct loans. Ability to perform comprehensive analytical studies involving a nationwide home loan program, evaluate program effectiveness, and develop solutions to difficult operational or policy challenges. Ability to compose clear and concise technical and administrative correspondence through performing research and gathering information from multiple resources. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements - Works in primarily sedentary. Some travel may be required to conduct training, attend conferences, participate in stakeholder meetings, and support organizational initiatives.
