Duties
- Designs and conducts comprehensive research and analysis studies related to military and civilians in the areas of manpower, personnel, awards, commercial activities studies (A-76), and/or special projects. Develops detailed plans (many without precedent and long-range) and directs or conducts comprehensive management studies to identify problems and propose solutions to improve productivity and efficiency. Gathers data and prepares reports/briefings. Serves as the organizational Security Manager. Implements DOD, USAF, and MAJCOM policies and develops local procedures. Interprets, formulates, and implements regulatory guidance for classification management and safeguarding requirements. Prepares and presents written reports and/or oral briefings.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions HERE. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is specialized experience includes organizing and leading study teams to plan and execute complex, multi-faceted projects; researching, analyzing, and applying policies and regulations to resolve operational issues; tracking program goals and resource utilization using database tools and visual productivity indicators; and collaborating effectively with stakeholders and customers using tact and diplomacy to meet mission requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate: - Knowledge of all aspects of the principles, policies, concepts, methodology, operations, products, services, needs, and goals of the program(s) and the organizations studied or served. - Ability to work independently on difficult issues, recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. - Knowledge of priorities, commitments, policies, and program goals of the organization and skill in tracking progress in meeting program objectives and the effective utilization of resources. - Ability to plan and execute complex, multi-faceted projects simultaneously and communicate orally and in writing. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of all aspects of the principles, policies, concepts, methodology, operations, products, services, needs, and goals of the program(s) and the organizations studied or served. Ability to work independently on difficult issues, recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. Ability to research, analyze, interpret and apply policies, rules, regulations, and procedures. Knowledge of priorities, commitments, policies, and program goals of the organization and skill in tracking progress in meeting program objectives and the effective utilization of resources. Ability to plan and execute complex, multi-faceted projects simultaneously and communicate orally and in writing. Ability to use a personal computer to create and update databases and create quality productivity indicators and graphic presentations. Ability to meet and deal with customers using a high degree of tact and diplomacy and maintain good working relationships. Ability to organize and lead special study teams. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
