Summary

You will serve as a PROGRAM MANAGER in the Digital and Analytics Department of NAVAL AIR SYSTEMS COMMAND.

Duties

  • You will provide Portfolio level program management supporting the Maintenance, Product Lifecycle Management, and Supply solution trains within the Logistics Information Technology (Log IT) Portfolio, operationally aligned to NAVWARSYSCOM PMW-200.
  • You will provide Log IT portfolio management to include life cycle management for IT that supports enterprise logistics activities and is comprised of the business systems that are required to keep Naval Aviation and weapon systems available.
  • You will provide technical and programmatic expertise using enterprise integration theories and techniques to develop and coordinate consolidation planning, program onboarding, and organizational transition strategies
  • You will focus on overall readiness improvements and seamless IT modernization across the Maintenance, PLM, and Supply solution trains.
  • You will be responsible for developing and maintaining a long-term strategic transition plan that cascades from Fleet/Forces Stakeholder needs and PMW-200 operational objectives.
  • You will actively lead stakeholder engagement, vetting their integration and transition plans and integrate the plan with the overall PMW-200 enterprise digital blueprint and Log IT roadmap.
  • You will utilize established disciplines and processes to plan, develop, and manage large-scale data migration planning and consolidation projects, and reports on project status.
  • You will establish project technical goals and objectives, taking into consideration the vision of PMW-200 while meeting the logistics functional IT requirements of the Navy Aviation Enterprise.
  • You will provide leadership with recommendations to initiate new onboarding projects; modify or halt current integration efforts; and transition completed Log IT capabilities to the Fleet.
  • You will develop cost and project estimates for resource requirements including information systems, database equipment, field support, support contractors, and space.
  • You will prepare and administer field tasking statements, develop procurement requests for contractor support, and allocate resources to ensure maximum efficiency during organizational transitions.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Mastery of the principles of the technical and business systems and the associated processes and practices used to manage weapons systems acquisition in the Navy. This includes knowledge of the principles governing life cycle acquisition management within DoD, the DoD Planning, Programming and Budgeting System, and the Navy acquisition management process. 2) Ability to apply managerial, interpersonal, organizational and leadership skills to develop an effective acquisition management team. 3) Ability to plan for and synthesize requirements of functional areas, including engineering, logistics, budget, configuration management and other functional specialties into integrated strategies and processes to support the acquisition program.
