Exceptions to the salary cap may be considered in certain circumstances. SES employees are also eligible to receive bonuses and performance-based awards. Duties

  • The Director of Financial Management Services leads in the change, development and implementation of financial management technology, streamlining initiatives across the Department on behalf of the Chief Financial Officer.
  • Develops guidance, expert advice, and collaboration among USDA agencies in promoting, and maintaining the agency’s financial infrastructure to include, but not limited to the operations, financial security, and financial problem resolution.
  • Provides executive leadership for the Department’s financial information management program including information infrastructure, content management, and knowledge management.
  • Provides guidance for functional managers to facilitate the effective resolution of technical problems, conflicts, and controversial issues, ensuring that project issues are quickly resolved.
  • Interprets and implements financial regulatory directives related to financial management and ensures that statutory and administrative provisions governing the expenditure and stewardship of Government are followed.
  • Serves as the lead in developing strategies for planning and developing major agency programs of government-wide scope and impact and participates in the development and documentation of long and short-range planning efforts.

TECHNICAL QUALIFICATION (TQ): In addition to the ECQs, applicants must clearly demonstrate in their resume that they meet the following technical qualification(s). Demonstrated executive-level experience applying federal financial management laws, regulations, executive orders, policies, and program/project management principles to lead and oversee complex financial management operations and enterprise-wide financial systems. Experience should include advising senior executives on strategic financial management matters and directing the development, implementation, modernization, or administration of Enterprise Resource Planning (ERP) solutions (e.g. SAP, Oracle, Momentum, or comparable systems) within a large, complex organization. Demonstrated executive-level experience leading large scale financial management and systems modernization initiatives that deliver secure, efficient, cost-effective, and customer-focused financial services. Experience should demonstrate the ability to integrate financial and information technology requirements, ensure compliance with Federal requirements, manage complex projects and organizational changes, and deliver reliable financial systems and services that support mission and customer needs.
