Summary
The Operations Specialist position resides in the Policy, Plans and Requirements (PPR) Directorate of the White House Military Office (WHMO) and manages, coordinates, and overseas the operation of a joint military office facility.
Duties
- The incumbent serves as the Senior Facility Operations Specialist who manages, oversees, and administers requirements for a critical facility which includes Collateral and SCIF work areas.Incumbent typical work assignments may include the following: Serve as the senior technical advisor and operations specialist for a critical facility, overseeing the planning, execution, and administration of all sustainment, service, and maintenance activities for systems including security, HVAC, IT, and infrastructure. Develop and manage long-term operational plans, including preventative maintenance schedules, space utilization strategies, physical security protocols, and budget forecasting, to ensure the facility remains fully functional and mission-ready. Manage and provide expert oversight for a comprehensive, multi-disciplinary security program for the facility, including managing access controls, processing security clearance documentation, conducting inspections, and leading cross-functional collaboration on all security-related matters. Serve as the organization's expert on facility management, representing the office in policy development panels, providing guidance on regulations, and managing the administration of facility leases and contracts. Plan, direct, and coordinate the overall goals, objectives, and funding of assigned programs and projects, including preparing Statements of Work (SOW) for sustainment contracts and serving as the Budget Line Manager (BLM). Serve as a Contracting Officer's Representative (COR) for a variety of high-value facility contracts, overseeing acquisition planning, scope development, cost estimating, quality management, and technical acceptance for new construction, services, and system modernization projects.
Qualifications
In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: Managing the daily operations of a critical facility, such as overseeing sustainment, service, and maintenance activities for systems such as HVAC, security, and IT communications; and Developing and implementing comprehensive facility management programs, such as those for preventative maintenance, space utilization, physical security, and property accountability; and Serving as a primary point of contact for a facility's multi-disciplinary security program, which includes managing access controls, processing security clearance documentation, conducting inspections, and making recommendations for corrective actions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
