Summary
You will serve as an Equal Employment Specialist of CNSSC FLD DET MECH PA.
Duties
- You will advise agency managers, supervisors, and officials on Equal Employment Opportunity (EEO) pre-complaint counseling requirements to support timely, compliant case handling under 29 C.F.R. Part 1614 and EEO Commission Management Directive-110.
- You will oversee and/or support informal EEO complaint processing activities by ensuring required steps, documentation, and timelines are met in accordance with applicable laws, regulations, policies, and procedures.
- You will provide guidance on formal EEO complaint processing to ensure compliance with 29 C.F.R. Part 1614 and EEOC MD-110.
- You will analyze complex or sensitive discrimination matters to identify issues, evaluate evidence, and support resolution strategies.
- You will maintain, secure, and manage EEO case files and sensitive documentation for informal and formal complaints to safeguard confidentiality and ensure records are complete and retrievable.
Qualifications
GS12: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service, or equivalent experience in the private or public sector. Specialized Experience must include: 1) Conducting employment discrimination counseling in response to informal complaints raised by employees or applicants who allege discrimination and/or reprisal for engaging in protected Equal Employment Opportunity (EEO) activity, in accordance with applicable EEO laws, regulations, policies, and procedures; 2) Analyzing and evaluating information related to EEO complaint activity, workforce demographics, and employment practices to identify systemic barriers to equal employment opportunity; 3) Encouraging the use of and coordinating alternative dispute resolution (ADR) during the informal stage of the EEO complaint process; 4) Processing reasonable accommodation requests in accordance with applicable laws, regulations, and agency procedures; and 5) Supporting affirmative employment initiatives, including preparing reports that analyze demographic data and identify barriers affecting the employment, advancement, and retention of employees and prospective applicants. GS 11: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service, or equivalent experience in the private or public sector. Examples of qualifying specialized experience include: 1) Assisting with Equal Employment Opportunity (EEO) counseling in response to informal complaints raised by employees or applicants alleging employment discrimination and/or reprisal for engaging in protected EEO activity, in accordance with applicable EEO laws, regulations, policies, and procedures; 2) Entering, updating, tracking, and maintaining the accuracy of EEO complaint information in web-based complaint-tracking systems; 3) Encouraging the use of and coordinating alternative dispute resolution (ADR) during the informal stage of the EEO complaint process; 4) Assisting with the processing of reasonable accommodation requests in accordance with applicable laws, regulations, and agency procedures; and 5) Assisting with the implementation of affirmative employment and Model EEO Program initiatives, including compiling demographic data, supporting barrier analyses, and preparing reports or other documentation identifying potential barriers to equal employment opportunity. Education
GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
