Summary

About the Position: This supervisory position is located at Headquarters, U.S. Army Corps of Engineers, Directorate of Human Resources, Civilian Personnel Division, Washington, DC, and provides leadership and oversight of civilian personnel programs and operations. Position is location-negotiable upon selection to any of the approved worksites.

Duties

  • Supervises employees, assigns work, establishes priorities, monitors performance, and ensures timely accomplishment of mission requirements.
  • Plans, organizes, and directs program operations, establishing goals, priorities, work schedules, and procedures to achieve organizational objectives.
  • Provides full supervisory oversight, including performance management, employee development, recognition, and resolution of conduct and performance issues.
  • Makes or recommends selections, promotions, assignments, disciplinary actions, and other personnel actions, with recommendations carrying significant weight.
  • Evaluates program operations, identifies workforce and resource requirements, and implements solutions to improve efficiency, productivity, quality, and mission outcomes.
  • Represents the organization with internal and external stakeholders, coordinates program activities, and travels as required, up to 35% of the time.

Specialized Experience: One year of specialized experience equivalent to the GS-14 grade level in the Federal service which includes: 1) directing human resources programs involving staffing, classification, Labor and Management and Employee relations (L/MER), compensation, or related personnel management functions; 2) developing human resources policies based on changes in laws, regulations, organizational requirements, and workforce needs; 3) evaluating human resources programs to identify deficiencies, improve operations, and ensure compliance with applicable requirements; and 4) advising senior leaders on human resources matters involving organizational structure, workforce planning, staffing, classification, compensation and L/MER. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
