The primary purpose of this position is to advise the Installation Commander in the administration of the authority to appoint, classify, promote, reassign, discipline, demote, detail, compensate, separate, or effect other related personnel and position transactions pertaining to Non-Appropriated Fund (NAF) personnel.
Duties
- Provides technical and/or administrative direction to one or more subordinates. Provides assistance to NAF supervisors, managers, and employees in employee relations programs. Ensures managers and supervisors are aware of their responsibilities, and encourages effective communication between supervisors/managers and employees. Provides counseling and advice on employee-management problems, conduct and discipline, grievances, complaints of discrimination, performance evaluations, awards, workers compensation, health and life insurance benefits, savings plans, and retirement. Plans and administers the NAF Position Classification and Wage Administration programs. Exercises full NAF classification authority and provides expert advice and guidance to managers/supervisors on identifying significant job changes, differences between major and minor duties, organizational structuring, and sound position management practices.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in providing technical and administrative direction to staff and delivering advisory assistance to Non-Appropriated Fund (NAF) supervisors on employee relations, position classification, and wage administration programs. This experience includes applying HR laws and regulations to process recruitment, staffing, and classification transactions, and utilizing automated personnel data systems to manage actions and generate reports. Experience also includes utilizing qualitative and quantitative analytical techniques to resolve HR issues, communicating policy guidance through briefings and written correspondence, and directing the operations of a small HR office while maintaining effective working relationships to achieve program goals. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, regulations, policies, practices, and procedures covering NAF human resources programs involving classification and position management, recruitment and staffing, employee-management relations, equal employment opportunity, labor relations, and employee development and training to appoint, classify, promote, reassign, discipline, demote detail, compensate, separate, or effect other related personnel and position transactions pertaining to NAF human resources. Knowledge of automated personnel data system to ensure accuracy and timeliness in processing of NAF personnel actions and generate automated products/documents. Skill in written and oral communications to disseminate guidance, letters, bulletins, etc., on human resources issues and programs; conduct briefings, and present issues and recommendations. Ability to apply analytical and diagnostic techniques and quantitative and qualitative techniques sufficient to identify, evaluate, and recommend to management appropriate human resources interventions to resolve a variety of problems and issues. Ability to plan, organize, and direct the functions and supervise a small human resources office staff (e.g., budgeting, safety, perform supervisor human resources management responsibilities, etc.). Ability to maintain good working relationships and gain support for human resources program goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
