Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY), Position Description Number D3026000 and is part of the CO JFHQ AIR CMD, National Guard. This position is located at the State Air National Guard (ANG) Headquarters and serves as the Military Personnel Management Officer (MPMO).
Duties
- The purpose of this position is to provide staff assistance, guidance, and direction on ANG personnel, administration, training, recruiting, retention, incentives, and budgetary matters to the Director of Staff-Air (DOSA), the Adjutant General, the Assistant Adjutant General (Air), state ANG staff, and state ANG units. Develops and ensures compliance with state-level military personnel programs, publications, policies, and procedures. Develops and executes the State Force Management Plan based on the Unit Manning Document. Serves as the assistant to the DOSA and ensures continuity of operations in their absence. Leads and executes statewide personnel management initiatives aligned with A1 Transformations and modernization efforts. Performs other duties as assigned.
Qualifications
Military Grades: O-3 - O-5 1. Specialized experience will be used to determine qualifications for the announced position. 2. You will be immediately disqualified if you fail to include specialized experience in your resume. Must have Specialized Experience in each of the following: Must have at least one year of specialized experience at the GS-11 level or the equivalent in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. Specialized knowledge of all applicable merit principles and practices related to federal civilian, military, and National Guard technician personnel programs. Expertise in managing Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include, strategic sourcing. Experience in writing, designing, formatting, publishing, or presenting military or civilian briefings for senior leadership, conferences, workshops, or special committee reporting. Experience in performing total-force personnel program requirements to accomplish labor union negotiations and agreements; skilled in completing accession planning and processing; classification and position management; civilian and military promotions; analyzing human resources personnel systems reports; skilled in directing position utilization; awards and recognition; evaluations, and performance management.
Education
Substitution of Education for Specialized Experience - Experiences that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level.
