Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a EMERGENCY MANAGEMENT SPECIALIST, Position Description Number D2224P01 and is part of the PA 171st Air Refueling Wing, National Guard. INDEFINITE Position may lead to permanent assignment without further advertisement.

Duties

  • As an EMERGENCY MANAGEMENT SPECIALIST, GS-0089-09, you will assist in the development and coordination of plans and procedures for implementation and execution of the Emergency Management Plan (IEMP 10-2). Assist in conducting initial/recurring training for functional areas of EM. Maintain Emergency Management response equipment, training resources, and supply inventories. Collaborate with on and off-base units and agencies, on EM programs, policies, and procedures. Serve as a CBRN Response team member. Perform other duties as assigned.

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non Bargaining Position AOC 1: NG Employees at the 171st Air Refueling Wing AOC 2: NG employees in the 171st Air Refueling Wing (This includes 258th ATCS, 146 Weather Flight, 146 ARS, and 147 ARS) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades: ENLISTED: E7 Supervisor for this position is Maj Saccone Manpower # L1062583 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance Compatible Military Assignments: Must have successfully completed technical military training school basic EM Apprentice course and the CBRN Responders Course. AFSC 3E9X1 Emergency Management Specialist. Administers MAJCOM and Installation Emergency Management Programs GENERAL EXPERIENCE: - All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Application must indicate at least 24 months experience in preparing and briefing emergency management plans? Experience in writing, designing, formatting, publishing, and presenting specific EM program assigned work to peers and immediate supervisors at workshops or special committee meetings. Knowledge in the Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and Hazardous Material (HAZMAT) emergency response, logistics, and training programs. Experience in developing, managing, and executing the EM programs that ensured all military, civilian and contract personnel were trained and equipped to support home station and worldwide contingency operations. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP.
