Duties
- You will coordinate civilian personnel actions with the staff and provides liaison with the servicing local Human Resource Office (HRO) and Office of Civilian Human Resource (OCHR) to resolve related issues and problems.
- You will advise management and employees on a variety of internal procedural and guidance pertaining to personnel functions such as recruitment, position management and classification, employee entitlement and awards.
- You will oversee and coordinate the compilation of information for the development of position requirement document, crediting plans, performance plans, etc., based on knowledge of the organizational civilian manpower and manning requirements.
- You will use the Defense Civilian Personnel Data System (DCPDS) to initiate, coordinate, and/or review implemented personnel actions.
- You will assure adequate justifications are provided on personnel and position action requests for unusual proposed personnel actions, develops structural change packages, and coordinates the preparation of justification packages.
- You will coordinate a wide variety of management functions to include providing detailed analysis and recommendations for improvement in the utilization of manpower and staffing resources to meet mission requirements.
- You will respond to external information requirements, prepare human capital management reports, provide assistance and advice, resolve civilian manpower and staffing discrepancies and recommend staffing strategies.
- You will serve as point of contact for information regarding civilian management status reporting requirements and human resources management compliance.
- You will conduct manpower management reviews, develop command responses to external inquiries and data calls, and draft proposed courses of action on tasks that affect manpower and manning programs.
- You will coordinate and provide support and advice to all levels of management related to internal civilian personnel management matters.
- You will manage and monitor civilian personnel program progress and preparation of reports in response to various data calls.
- You will advise management on the effectiveness of civilian personnel policies, procedures, and regulations and participate in special studies and process action team efforts.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at the NH-02 pay band (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Administering the management of civilian personnel operations, federal HR systems, and analytical manpower studies to optimize command staffing, mission readiness, and resource allocation within a naval organization.
