Duties

  • The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Advises and assists management on changes to, and formulation and implementation of policies for IRS programs, processes, and initiatives to improve the effectiveness and efficiency of agency strategies and nation-wide operations. Provides support on policies related to enterprise risk management, audit management and audit readiness, internal controls and compliance (e.g., OMB Circular A-123), corrective action planning and remediation tracking, and data reporting and system management to ensure consistency, accountability, and alignment with organizational objectives. Assesses existing and proposed IRS programs and activities to determine their investment potential and contribution to the achievement of the mission and strategic goals. Identifies business, technological, and financial risks within ongoing programs and operations in meeting established agency goals and objectives, and serves as a consultant to support the preparation, execution, revision, and monitoring of management policies and initiatives. Plans, conducts, and completes analyses of complex program and operations issues to provide IRS management with accurate and timely information and recommendations and works with them to develop and implement policy changes that support strategic planning and informed decision-making. Uses information technology hardware and software to gather and interpret data and prepare reports, spreadsheets, flow charts, policy statements, action plans, milestones, and illustrated presentations for delivery to key strategic leaders. Serves as a project lead or team member on cross-functional initiatives supporting risk management, audit, internal control, compliance, and reporting efforts. Coordinates with stakeholders to plan, develop, and deliver work products within established timeframes ensuring alignment with organizational priorities. Supports the implementation and continuous improvement of processes, systems, and tools used to manage risk, track audit findings and corrective action, and deliver training and guidance. Ensures projects remain on track, contributes to team objectives, and coordinates efforts across functional areas to support organizational goals. Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. QUALIFICATION REQUIREMENTS: To qualify for this position you must meet the qualification requirements outlined below: GS-11 SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equal to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Managing assignments that required a workable knowledge of program oversight. Utilizing quantitative and qualitative techniques and applying analytical and evaluative techniques to projects or studies involving the efficiency and effectiveness of program operations or substantive administrative support functions. Applying verbal and written communications such as preparing analytical reports, policy statements and guidance, implementation plans, and presentations. OR You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a related field of study from an accredited college or university, OR three (3) full academic years of progressively higher-level graduate education in a related field of study from an accredited college or university, OR LL.M., if related. OR You may qualify with one year of combined experience and education as described above. GS-12 SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equal to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Managing multiple assignments that required a workable knowledge of program oversight; experience using qualitative and quantitative methods. Planning policies and procedures; and oral and written communications. Utilizing computer applications to prepare written reports, spreadsheets, and flowcharts. Utilizing a range of project management principles, practices, methods, and techniques; conducting analysis of issues broad in nature, and/or of strategic importance, and assisting in developing new approaches and/or refining existing techniques. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions. Probationary Period - A person who is required to go through a probationary period and then is transferred, promoted, demoted, or reassigned before he or she completes such period is required to complete the remainder of the probationary period in the new position. Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
