Summary

This position is part of the Department of War, War Media Activity (WMA). The incumbent will be responsible for analyzing, designing, developing, integrating, implementing, maintaining, and modernizing academic applications supporting the Defense Information School.

Duties

  • As a IT Specialist (APPSW) at the GS-2210-12 some of your typical work assignments may include: Serves as the senior technical subject matter expert (SME) for application development supporting DINFOS academic and administrative systems. Performs application development throughout the System Development Life Cycle (SDLC), including requirements analysis, design, coding, testing, deployment, operations, maintenance, enhancement, and retirement. Develops software, interfaces, database objects, and technical documentation while coordinating implementation activities with developers, database administrators, cybersecurity personnel, contractors, and stakeholders. Analyzes business processes and customer requirements supporting DINFOS educational and administrative missions. Translates functional requirements into technical specifications, application architectures, and system designs. Maintains software code, database structures, interface designs, testing plans, and implementation documentation throughout the application life cycle. Ensures applications remain reliable, maintainable, interoperable, and aligned with organizational objectives.

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Serving as a technical lead managing a team of application developers and database administrators. Executing the full System Development Life Cycle (SDLC) utilizing Agile methodologies and Azure DevOps. Developing Microsoft Structured Query Language (SQL) Server database objects. Ensuring compliance with federal security and accessibility mandates for enterprise systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position has an individual occupational requirement (IOR) which must be met in order to qualify for this position. You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses. Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable. When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
