Summary

You will serve as a ACCOUNTANT in the FINANCIAL IMPROVEMENT & AUDIT REMEDIATION DEPT of NAVAL AIR SYSTEMS COMMAND.

Duties

  • You will provide subject matter expertise to support NAVAIR efforts to ensure the accuracy, completeness, and timeliness of financial reporting.
  • You will provide input for the development of testing schedules/strategies, manage testing process, provide any training/guidance necessary, and assess the testing documentation and results to determine if remediation is required.
  • You will responsible for review and analysis of relevant guidance/policies, and proposed changes, to ensure NAVAIR compliance with business and financial accounting standards and policies, and alignment with Generally Accepted Accounting Principles.
  • You will responsible for collection and analysis of Navy ERP data, principally residing in the SAP Finance, Funds Management, Materials Management, Asset Management, and Document Management System (DMS).
  • You will be responsible for development and presentation of metrics to track progress of assigned duties and responsibilities and will identify areas for process improvement and/or training.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Communicate clearly, both orally and in writing, for the purpose of providing information and guidance to management or customers at all levels; 2) Possess knowledge of NAVAIR's mission, organizational structure and reporting relationships, business processes and lines of authority; 3) Review and analyze relevant guidance/policies, and proposed changes, to ensure NAVAIR compliance with business and financial accounting standards and policies; 4) Collect and analyze data from various systems (i.e., Navy ERP and DECKPLATE); 5) Analyze samples received for IPA or Navy-level Tests of Design, Execution and/or Controls; execute Internal Control Testing. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
