Summary
About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at two location: Fort Gordon, Georgia and Fort Knox, Kentucky.
Duties
- Serve as the Command expert for a critical supporting service, financial and program analysis, accounting, budget development, analysis, and execution, and operations research analysis.
- Set goals and objectives for the organization, establish deadlines and priorities, and decide how to oversee theater-wide resource management functions.
- Provide the Commander, Command staff, and brigade and battalion commanders advice and guidance on fiscal and manpower controls, documentation, financial policies, concepts, principles and procedures.
- Budget activities and directly influence the effectiveness, efficiency, and productivity of assigned programs.
- Plan and develop policies and programs to ensure effective and efficient functioning of financial systems and processes.
- Ensure services and quality standards are maintained within all units in order to render high-quality support.

This position is in the Supervisory/Management Work Category at the Expert Work Level within the CES Occupational Structure. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) advising senior leaders on fiscal, manpower, and regulatory issues; (2) managing long range strategic planning and executing the full Planning, Programming, Budgeting, and Execution cycle for multi million dollar programs; (3) using enterprise financial systems such as General Fund Enterprise Business System and Procurement Intergraded Enterprise Environment to ensure regulatory compliance, data integrity, and/or audit readiness; (4) directing internal controls and conducting management and economic analyses to improve resource utilization and organizational efficiency; and (5) overseeing integrated resource management, including supervising personnel performing budgeting, accounting, force structure, and/or personnel management functions.
