Duties

  • The United States Space Force (USSF) Space Systems Command (SSC) System Delta 80 at Kirtland, Air Force Base, New Mexico is searching for a Financial Business Manager/Budget Analyst (GS-0501-12). Description As a professional in the SYD S80/S8 arena, we are looking for an independent worker, collaborator; someone who is able to establish rapport with multiple support organizations. Having experience in an Acquisition Program Office is desired. Experience in a finance/budget/reconciliation organization would be helpful. Serves as a Financial Management representative for Space Force Portfolio Acquisition Executive (SFPAE) for SFPAE Space Access (SFPAE/SA). This position will establish budget controls, issue and approve funding, analyze program performance, forecast and coordinate planning, allocate civilian resources, implement financial policies, ensure operational controls, and liaise with audit agencies within SA and a SYD80. This position will provide comprehensive analysis to leadership regarding accounting operations, ensuring financial statements accurately reflect resource status and comply with regulations. This position is the primary interface for the acquisition programs at the Rocket Systems Launch Program (RSLP) in Kirtland, AFB. Duties include but not limited to: - Analyze and forecast financial requirements, manage reprogramming actions, and balance a complex financial structure with multiple fund sources and appropriations. - Oversee all accounting operations, ensuring financial statements accurately reflect resource status and comply with regulations. - Develop reporting tools to provide real-time visibility into key financial indicators for leadership decision-making. - Provide Financial execution and fiscal guidance. - Implement and continuously refine financial dashboards and reporting tools to monitor budget execution, resource allocation, performance trends, and ensure compliance with Air Force/Space Force policies and procedures. Ideal Candidate: Experience at Wing/Base with FM office experience especially with Comptroller division is highly-desired. Knowledge of acquisition programs is desired. Ability to distill large amounts of information into relevant strategic-level briefings to leadership. May be required to travel to performance duties via TDYs. DAF or SAF experience and exposure are highly desired. Knowledge of MS Office and ability to produce executive quality deliverables. Knowledge of FM principles and practices. Excellent communicator (oral and written). Knowledge, Skills and Abilities: Knowledge of commonly used budgetary and cost analysis methods, practices, procedures regulations, policies and processes. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to acquisition programs. Knowledge of sources of information about and related to processes of budgeting and cost estimating and analysis, such as that found in accounting reports, work reports, supply data, contract, acquisition contract databases, accounting and finance databases, contractor performance reports, etc. Knowledge of budget and accounting automated systems capabilities and budget, cost analysis and estimating software applications to accomplish budget and cost related tasks. Skill in the application of analytical methods, cost estimating and analysis techniques, and mathematical and statistical analyses to analyze and evaluate the effects of changes in program plans, contractor performance, funding and to conduct economic and cost studies/analysis. Skill in formulating, justifying, and/or executing assigned budgets/programs. Ability to gather, assemble, and analyze data to prepare and document budget and cost estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
