You may also view the full position description on the Agency intranet at the following link: PD Search The incumbent serves as a Program Analyst in a Chief-level office within the Social Security Administration (SSA). The Program Analyst is responsible for independently conducting complex studies, analyses, and process improvement initiatives related to the assigned program area.

Duties

  • Performs complex special studies and projects within the assigned program area, involving review, evaluation, and recommendations for improvement in existing methods, policies, issues, and practices.
  • Conducts analyses that affect the development of agency policy; identifies and evaluates methods of implementing policy proposals; presents findings to policy makers to aid them in examining complex proposals.
  • Develops and prepares discussion, technical, position and policy papers, briefing notes, and presentations that synthesize complicated information or define, describe, and compare various courses of action.
  • Prepares or coordinates the preparation of confidential reports, briefing materials, or background information for senior management on a variety of programmatic and administrative concerns.
  • Provides expert advice and guidance to management on the resolution of complex, sensitive problems; develops and presents analyses of controversial matters.
  • Attends executive staff meetings, discusses activities and achievements within the assigned program area, and represents the office on various interagency workgroups that address government-wide concerns.

Technical Competence (Level 4, Advanced) - Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Specialized Experience: Applicants must have specialized experience that is directly related to the work of the position and have equipped them with the competencies required to successfully perform the duties of the role. These knowledge, skills, and abilities/competencies are normally attained through the equivalent of one year of specialized experience equivalent to the next lower grade level of the position being filled. To qualify at the GS-13 level, you must have specialized experience at the GS-12 level, or equivalent. This experience must demonstrate proficiency in two of the following: Experience reviewing and interpreting agency policy and making recommendations to management. Written and oral correspondence for management, Interpreting SSA policies. The specialized experience is REQUIRED and must be explicitly documented/described in your resume, or you will be disqualified from further consideration.
