Summary
You will serve as a MANAGEMENT & PROGRAM ANALYST in the ENGINEERING PROCESS CONTROL DIVISION, ENGINEERING AND PLANNING DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.
Duties
- You will liaison with multiple colleges in New England, to coordinate engineering/recent graduate recruitment and onboarding execution with students/candidates.
- You will develop and analyze metrics and reports that track the end-strength recruiting, interviewing and onboarding process of all hires entering the Engineering and Planning Department and attritions leaving the department.
- You will act as a program manager for the Portsmouth Naval Shipyard Engineering Recruiting Program.
- You will create and support the execution of comprehensive recruiting and staffing plans, advise hiring managers on end-strength allowances, and other aspects of personnel resource management.
Qualifications
FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience coordinating and representing a department and shipyard at outreach events with a focus of Science, Technology, Engineering, and Math (STEM) programs. Experience applying NAVSEA standards, program direction, and administrative requirements to develop unique outreach solutions for the department, shipyard, and other facilities. Experience managing programs and providing instruction and advice in recruiting and outreach to a department. Experience analyzing and developing recommendations for improving program operations or objectives. FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience planning and scheduling outreach events to target STEM programs and schools. Experience working with recruitment, outreach, and human capital management. Experience developing and maintaining computer-based systems to manage programs related to personnel. Experience assisting with training, mentoring, and the development process for new hires/transfers entering a department. Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: FOR GS-11: Successful completion of a Ph.D. or equivalent doctoral degree OR Successful completion of three full years of progressively higher level graduate education leading to such a degree OR Possession of an LL.M. that is related to this position being filled.
