Duties

  • Directorate Leadership and Program Direction: Leads multi-functional mission support, workforce planning, organizational readiness, and global security operations for approximately 250 personnel.
  • Personnel Management and Supervisory Authorities: Directs workforce via subordinate division chiefs, executing full human resource authority, senior performance evaluations, key hiring, grievance resolution, and disciplinary actions.
  • Policy Interpretation, Formulation and Implementation: Formulates and enforces agency-wide policies aligned with federal statutes, actively evaluating impacts on workforce morale, productivity, and welfare.
  • Strategic Liaison and Resource Advocacy: Represents the command before DoD, federal agencies, and Congress to secure vital resources, align mission support, and advocate strategic priorities.
  • Technical and Administrative Direction: Provides technical and administrative direction across global workforce programs, including Security, Manpower, Military/Civilian Personnel, and Reasonable Accommodations.

Qualifications

Time in Grade: For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or higher grade in the Federal Service. Specialized Experience: For the GS-15, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to GS-14 if outside the Federal service. For this position, specialized experience is defined as: Experience leading, directing, and managing a comprehensive human resources and mission-support organization within a joint military and civilian environment, including direct oversight of manpower management, workforce training and development, and personnel readiness administration; experience establishing, interpreting, and enforcing policies related to security operations, civilian payroll administration, personnel transportation operations, reasonable accommodations, and anti-harassment programs; experience designing and executing strategic outreach and recruitment initiatives to attract, hire, and retain high-performing, diverse talent in alignment with organizational mission requirements; and demonstrated ability to make critical, time-sensitive executive decisions; represent the organization before senior leadership and external stakeholders; and utilize highly developed interpersonal skills to critically think, problem-solve, and resolve complex or sensitive personnel and labor relations matters at all levels of the agency. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
